Description
The overall scope of this requirement is to provide lifecycle, modernization and in-service support for Fairbanks Morse engine lines and related shipboard auxiliary and support systems. The support required will involve engineering and technical services, logistics support services, engine training services, and administrative and program management services efforts related to diesel engine lifecycle and in-service concerns. The contract type selected for this requirement is a hybrid Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed�Price (FFP) indefinite-delivery Indefinite-Quantity (IDIQ) type contract. This contract will be a single award IDIQ to Fairbanks Morse as this company is the only source capable of providing the required services. It is anticipated that the majority of the Task Orders placed off this IDIQ Contract will be CPFF LOE (CPFF Completion may also occur). This is due to the nature of these type of services, the Government can only state the requirements in general terms and obligate the Contractor to devote a specified level of effort (LOE) for a stated time period rather than stating a definite goal or target as defined in FAR 16.306(d)(2). Additionally, CPFF Completion Task Orders may be applicable and FFP Task Orders will be utilized when a future requirement can be clearly defined with a definite goal or target and specifying the end result, per FAR 16.103(d)(1)(iv)(D). This acquisition is a sole source action to Fairbanks Morse, a large business, in accordance with 10 U.S.C. 3204(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Fairbanks Morse is the designer and/ or original equipment manufacturer (OEM) for the diesel engine lines to be addressed by this contract. Fairbanks Morse, as the OEM, developed the technical documentation required to repair and maintain equipment to design requirements at private expense, with the exception of documentation in Government format (e.g. Government Technical Manual). Fairbanks Morse provides proprietary field technical services (processes, procedures, and techniques required that the Government does not have access to) and parts support for these diesel engine lines throughout their lifecycle. Fairbanks Morse owns the rights to the proprietary design, fabrication and assembly drawings that support these diesel engine lines, as well as proprietary processes and procedures for the fabrication of engine parts, systems and sub-systems, and for the accomplishment of troubleshooting, maintenance and repair actions. The Government does own and has access to certain technical documentation related to the various Fairbanks Morse engine lines (i.e. technical manuals, maintenance procedures, logistics provisioning information), but the Government does not possess full capability to troubleshoot and maintain the equipment over its lifecycle. Current Navy programs, specifically the Diesel Maintenance Strategy and the Diesel Readiness System, require the development of complex repair and maintenance processes and procedures. Without access to the proprietary information detailed above, the Navy cannot develop these processes and procedures with the requisite level of detail and precision necessary to execute program initiatives. Additionally, current Navy technical and logistics support documentation is lacking in sufficient detail, accuracy and comprehensiveness necessary to support effective lifecycle maintenance on the impacted equipment. The Navy�s ability to improve and expand on existing technical and logistics support documentation is significantly restricted by the lack of access to applicable proprietary information and data. The Navy�s capacity to develop and execute lifecycle product improvement strategies is negatively impacted by limited access to proprietary design information. Design upgrades and product improvements related to obsolescence and technology insertion, and in support of maintenance improvement/reduction and fuel consumption/energy conservation initiatives, are impractical without full access to information currently owned by and available exclusively to Fairbanks Morse.
