- Special Notice Special Notice Page 2 of 2 Special Notice *= Required Field Special Notice Page 1 of 2 INTENT TO SOLE SOURCE Dialysis Reverse Osmosis System and Equipment Maintenance Services The Department of Veterans Affairs, Network Contracting Office 7 (NCO 7) intends to issue a sole source firm fixed priced contract to Evoqua Water Technologies, LLC of Pittsburgh, PA. The contract is expected to be awarded under FAR Part 13. A Sole Source Justification has been prepared. Evoqua Water Technologies, LLC is the sole source provider of the Millenium HX Reverse Osmosis (RO) machine and its replacement components, as well as the CWP 100 H/S unit and its replacement components. The maintenance needed for the equipment are not provided in distribution channels or through OEMs. Therefore, these processes can only be provided by Evoqua Water Technologies, LLC. This requirement is for ongoing services of Dialysis Reverse Osmosis System and Equipment Maintenance Services at the Birmingham Veteran Affairs Medical Center located in Birmingham, AL. The services at the facility are necessary to purify water by removing organic and inorganic contaminants, including microorganisms, to produce high-quality, safe water for hemodialysis treatments and the formulation of dialysate. This purification process is critical for protecting patients from harmful substances that could be present in tap water, ensuring positive patient outcomes, and preventing complications like infections or inflammation. Services will be from 11/01/2025 through 10/31/2026 with four (4) twelve (12) month option periods under NAICS 811310. This procurement is being conducted in accordance with FAR 13.106-1(b) (1)(ii), Soliciting from a Single Source. The NAICS code utilized for this procurement is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a Small Business Size Standard of $12.5 Million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than September 24, 2025, at 10:00 AM EST. Forward responses by e-mail to Contract Specialist, LaTerrica Sewell at LaTerrica.Sewell@va.gov . Due to technical issues, please allow additional time if you re using electronic means. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with RFQ# 36C24725Q0944 Dialysis Reverse Osmosis System and Equipment Maintenance Services in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed to Contract Specialist, LaTerrica Sewell by email at LaTerrica.Sewell@va.gov . The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
