Description
Acquisition Description: This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Philip North America LLC (aka Philip Healthcare) The National Institute of Health Clinical Center standardized its systems to the Philips IntelliVue physiological monitoring system together with one line of interchangeable monitoring supplies with the activation of the Mark O. Hatfield Clinical Research Center (CRC) in 2005. The Philips IntelliVue operating system was upgraded in 2012 and again in 2021, using established licenses purchased during CRC activation. These systems include monitoring and telemetry where patients are seen and require physiological monitoring i.e., Surgery, Radiology, Radiation Oncology, Clinics, Day Hospitals, Patient Care Units. More specifically, the Philips IntelliVue monitoring system using PIIC iX REV C is used on 7SWS Metabolic, 5SE Telemetry, 3NW Oncology, 1NW Pediatric, 3NE Oncology inpatient care units, 3SW Intensive care unit, 5NW Medical Services, 7SWN Neuro, 3SWN Intermediate Care, 3SWN Procedure Vascular Conscious Sedation, Interventional Radiology, Department of Perioperative Medicine Post-Anesthesia Care Unit, and in all Operating Rooms. The uniformity of the system allows Nursing to use one flow sheet for electronic medical records and allows for seem less IT interfaces, whether using Health Level 7 for Clinical Research Information System or RS232 Serial for Perioperative information system. The Philips IntelliVue physiological monitoring system has a CC-Wide Philips 1.4GHZ Wireless Medical Telemetry System. The system includes CareEvent software that pushes waveforms and alarms to clinician's mobile phones and Vital Signs wireless interface to CRIS. The purpose of this requirement is to support the CC-Wide Philips physiological monitoring systems with hardware and software maintenance and updates. Justification: The Clinical Center currently uses Philips proprietary systems for CC Wide patient monitoring. The system includes approximately one hundred thousand sq. ft. of wireless medical telemetry coverage, Clinical Research Information System (CRIS) and Perioperative Information System (POIS) interfaces, CareEvent interface where remote waveforms and alarms are pushed to clinical staff�s mobile phones, remote diagnostics, and Philips Incenter web access to software for equipment revisions and software patches. The CC needs physiological monitoring hardware and software maintenance for these equipment and interfaces. Philips is the original equipment manufacturer and sole proprietor of the Philips Physiological Monitoring System. Only this company can provide certified parts and necessary hardware and software upgrades that meets OEM specifications. Place of Performance or Delivery: The contract period of performance is 09/14/2025 to 09/13/2026 Place of Performance: NIH Clinical Center in Bethesda, MD The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
