- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. This procurement is for 1288 beacons for installation in the NIH Clinical Center to replace end of life technology. The NIH Clinical Center would like to replace beacons for its digital wayfinding services. These services for hospital patients control the flow of traffic to designated areas of the hospital, provide a way for the general hospital population to get to the right place without inadvertently coming into contact with potentially infectious patients. This service helps the health system understand and improve the flow of patients and visitors as well as the patient experience at the hospital. Enabling real-time indoor location and navigation is also a key strategy for the hospital as it thinks holistically about the needs of the organization, which includes patients, visitors, staff, as well as digital and physical assets. HID has experience in working with the unique environment of the NIH Clinical Center and its research and care environment, as well as a familiarity with the unique layout and challenges of working in the Clinical Center complex. HID has an in-depth knowledge of the current wayfinding beacon placement, which would be difficult for another vendor to acquire. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 �Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the NIH, Clinical Center, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, to the attention of Ryssa Nix, Contract Specialist via email to Ryssa.nix@nih.gov by close date.
