Description
This proposed solicitation includes all labor and materials required to: replace sections of the Camas Prairie fence which are currently buck-n-pole with 4-strand barbed wire that meet both Forest Service and wildlife-friendly design specifications; design and build a section of let-down fence; design and build a gate; and rehabilitate and replace existing barbed wire sections. A 4-foot right-of-way will be cleared of vegetation and debris along both sides of the north edge of the fence. Old barbed wire and buck-n-pole fence will be removed, including wire strands, wire stays, fence clips, T-posts, bucks, and poles. The Camas Prairie fence is approximately 3 miles long and follows the perimeter of a 102-acre wetland prairie. The original design for the fence included two sections of buck-n-pole fence (1 mile total), two sections of 4-strand barbed wire fence (2 miles total), and a let-down fence (33 feet). Previous experience in building wildland fences in remote areas is required. This project is on the Barlow Ranger District of the Mount Hood National Forest. The project area is accessed by Forest Service Road 2120-240 and is located in Township 5 South, Range 10 East, Sections 16 and 17. The existing fence is accessible from the end of this road and will require cross-country travel to access all sections of the fence. Access to work sites will include both on-trail and off-trail travel by foot. The Government estimate is between $25,000 and $100,000, and the solicitation will be totally set-aside for small businesses under NAICS code 238990. Anticipated period of performance: Complete by 1 June 2026. Solicitation will be available for download from sam.gov on approximately 09/26/2025 NOTE: prospective awardee shall be registered and active in the System for Award Management (SAM) data base when submitting an offer, and shall be registered at time of award, during performance, and through final payment of a contract resulting from this solicitation. Information on registration may be obtained via the internet at: http://www.sam.gov. All contractors and vendors must complete the electronic version of the Representations and Certifications in the SAM system. If at the time of receipt of offers, an Offeror is not actively and successfully registered in the SAM database, the Offeror will not be considered for award.
