This is a combined synopsis/solicitation This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z08525Q0030215 and is issued as a request for quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013. The NAICS Code is 336611. The small business size standard is 1250. This is a totally small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. All responses from interested vendors must be received on/before 0800 Pacific Time, September 8th, 2025, and will be reviewed by the Government. The United States Coast Guard Surface Force Logistics Center has a requirement for the following: Contractor shall provide parts requested for USCGC ALEX HALEY Boiler Repair and Cleaning. CTR shall provide the following: General Requirements 1. SCOPE 1.1 Intent. This standard specification invokes general requirements for conducting vessel repairs performed by commercial contractors at a Coast Guard facility for Coast Guard vessels. 2. REFERENCES COAST GUARD DRAWINGS None COAST GUARD PUBLICATIONS Surface Forces Logistics Center Standard Specification 0000 (SFLC Std Spec 0000), 2022, General Requirements Surface Forces Logistics Center Standard Specification 0740 (SFLC Std Spec 0740), 2022, Welding and Allied Processes Surface Forces Logistics Center Standard Specification 5550 (SFLC Std Spec 5550), 2022, Fire Prevention and Response OTHER REFERENCES None 3. REQUIREMENTS 3.1 General. The Contractor must conform to all requirements specified in SFLC Std Spec 0000 and in this item, as applicable, during the performance of this availability. The requirements of this WI apply to all work under the scope of this contract, whether explicitly stated in all following work items or not, and to all other work subsequently authorized by changes, modifications, or extensions to the contract. 3.2 Welding and brazing requirements. The Contractor must perform all welding and allied processes, and NDE in accordance with SFLC Std Spec 0740. 3.3 Fire Prevention Specification. The Contractor must submit a Fire Prevention Plan in accordance with paragraph 3.1 of SFLC Standard Spec 5550 3.4 Materials. The Contractor must obtain all the materials required to complete this job. 3.5. Period of Performance. The period of performance for this work starts on 19 September 2025 and ends on 26 September 2025. 3.6. Location. The Contractor must perform the work while the USCGC Alex Haley (WMEC 39) is alongside the pier on USCG Base Seattle, 1519 Alaskan Way S, Seattle, WA 98134. The Contractor must provide full name, date of birth, and driver�s license number of contractors, subcontractors, and technical representatives to the designated USCG representative at least 48 hours prior to arriving on-site. Contractor does not require access to designated restricted and/or controlled access spaces on the ship in execution of this work. 3.7 Release of References. For any listed references to be distributed, the contractor must be registered in the Joint Certification Program (JCP) through Defense Logistics Agency (DLA) and provide your JCP number and expiration date to the listed point of contact (POC) for this work. 3.8 Solicitation Period Site-Visit. The Contractor can perform a ship check during the solicitation period of this requirement. The Contractor must contact the designated points of contact (POC) at least 24 hours prior to requested access for USCG to process with security. Access prior to award cannot be guaranteed and will depend on the availability of the ship�s crew and the Contractor providing request documentation needed for access. USCG is not responsible for any costs associated with the Contractor�s site visit. 3.9 Documentation for Contractor�s Proposal. The Contractor must include at least the following in their proposal for this requirement: basic information (name, company name, contact details, the date, Unique Entity ID), company overview, past performance (if applicable), project outline and schedule for listed period of performance, technical representative certifications and qualifications, and signature of the authorized person. 3.10 Points of Contact. This work item describes the requirements for the Contractor to perform work on a Cyclotherm MC-2500 auxiliary boiler. #2 boiler is a two pass, horizontal fire tube unit to recover from water infiltration in the fireside 1.2 Government-furnished property. National Board Inspection Code Part 2, 2023, Inspection National Board Inspection Code Part 3, 2023, Personnel 3. REQUIREMENTS 3.1 General. 3.1.1 CIR. None. 3.1.2 Tech Rep 3.1.2.1 Inspection Tech Rep. The Contractor must provide the services of a National Board of Boiler and Pressure Vessel Inspectors (NBBI) Commissioned Inspector or Pressure Equipment Inspect for Inservice boilers with an �R� endorsement to accomplish the following tasks � on site: Inspect the boiler Inspect repairs of the boiler 3.1.2.1.1 The Contractor must submit the name of the NBBI inspector and their current credential to in their solicitation proposal for this work. 3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection). 3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Interferences include but are not limited to. Cables Piping Note Coast Guard personnel will operate all shipboard equipment and machinery. 3.2 Operational test - initial. Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR. Note For planning purposes, assume the boiler will take 4 hours from cold iron to operating pressure 3.3 Work Restrictions and Preparations. The Contractor must accomplish the following tasks to prepare for boiler work[A(1] . Accomplish these tasks in accordance with TP 4803, Section 5. 3.3.1 Drain the boiler (approximately 250 gallons) and dispose of residual water or other liquids in compliance with all applicable Federal, state, and local laws, ordinances, regulations and SFLC Standard Specification 0000. Notify the designated USCG representative (in writing) at least 48 hours prior to removal of wastes and fluids. Document a complete chain of custody record of the removed contents and generated wastes, from the vessel to the point of final destination or delivery. Submit document to the designated USCG representative upon completion of work. 3.3.2 The Contractor must remove the front and rear cover and handle work controls in accordance with Paragraph 3.3 of SFLC Std Spec 0000. 3.3.2.1 The USCG will provide fire watch personnel, and the Contractor is not required to provide a fire extinguisher. The Contractor must inform the designated USCG representative at least 24 hours prior to beginning hot work via CFR. 3.3.2.2 The Contractor must sufficiently clean the waterside interior of the boiler to gas-free the area and conduct the required repairs in this work item. Collect the wash water and properly dispose of it per guidance in paragraph 3.3.1. 3.4 Boiler Tube Plug. The Contractor must perform the following work: 3.4.1 Determine which tubes are leaking and submit a CFR identifying them. 3.4.2 Plug up to six tubes[A(2] in accordance with NBIC Part III. Conduct the welding and associated NDT in accordance with NBIC Part III, ASME Section VII and SFLC Standard Spec 0740 (precedence in that order). The welder must be qualified under ASME Section IX and the NBBI Tech Rep must inspect the repair. The Contractor must submit the name(s) of the qualified welder and their current credential via CFR. 3.5 Fireside cleaning. The Contractor must clean the rust out of the fire side shell, extension and covers down to bare metal with special attention paid to the crevice between the extension and the tube sheet. This must be accomplished on the front (the side with the burner apparatus) and the back of the boiler. The inspection Tech Rep must visually inspect the rusted areas for damage after cleaning.[A(3] 3.5.1 Figures 1 shows some of the existing damage and an example of what areas need to be cleaned to bare metal. 3.5.2. Figure 2 shows the crevice that requires special attention. 3.6 Post-repair Hydrostatic Test. Upon completion of the re-tubing, the Contractor must conduct a pressure test on the boiler in accordance with NBIC Part II, Paragraph 4.3.1. Visually inspect the boiler for water leakage during the testing. Submit a CFR with results. 3.7 Boiler Restoration. The Contractor must perform the following work. 3.7.1 Reassemble the boiler in accordance with TP 4803 Section 5. 3.7.2 Renew endplate gaskets and any other disturbed seal during reassembly. Note The USCG will provide water to refill the boiler 3.8 Operational test - final. Upon completion of work, the Contractor must witness Coast Guard personnel perform a final operational test of all items or shipboard devices that were disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR. 3.9 Touch-up preservation. The Contractor must prepare and coat all new and disturbed exterior and interior surfaces to match existing adjacent surfaces, in accordance with SFLC Std Spec 6310, Appendix A (Cutter and Boat Exterior Painting Systems) and Appendix B (Cutter and Boat Interior Painting Systems), respectively, and as applicable. Abide by all touch-up requirements outlined in SFLC Std Spec 0000, Appendix A (Requirements for Preservation of Ship Structures).
