- NOTICE OF INTENT TO SOLE SOURCE MMO LOAD SENSING KIT 1. Introduction: 90th Contracting Squadron intends to award a sole source contract to Lynch Denver, located at 1925 W. Quincy Ave. Sheridan, CO 80110, for the purchase of a single MMO Load Sensing Kit. This notice is issued in accordance with FAR 13.106-1(b)(1). 2. Description of Requirement: The 90th Contracting Squadron at Francis E. Warren Air Force Base intends to issue a sole-source, firm-fixed-price contract for the acquisition and installation of a proprietary Miller Industries Load Monitoring System (LMS) on a Western Star 49X Century Series Wrecker, operated by the 90th Logistics Readiness Squadron (LRS). This requirement is essential to ensure operational safety and mission readiness for one of only two such wreckers currently in service within the United States Air Force--the second being located at Minot Air Force Base. The LMS is a mission-critical upgrade that supports heavy vehicle recovery operations and provides real-time data on load-bearing capacity to prevent mechanical failure and ensure proper usage within operational thresholds. 3. Justification for Sole Source: This acquisition qualifies as a single source procurement due to the proprietary nature of the LMS and the critical need for OEM-certified installation. Key factors justifying this determination include: Exclusive Design: The MMO Load Monitoring System is a proprietary product of Miller Industries, specifically engineered for Century Series wreckers. OEM Integration Requirements: The LMS interfaces with internal vehicle components including the CAN bus, hydraulic lift system, and electrical wiring diagrams, all of which are protected by Miller's intellectual property. Warranty Enforcement: Installation by unauthorized parties would void equipment warranties, increase safety risk, and place operational assets at high risk of failure. Safety Certification: Miller or its authorized partners are the only entities permitted to install and certify the system per OEM standards, which is critical for Air Force risk mitigation, equipment reliability, and compliance with vehicle lifting regulations. 4. Determination: Based on the above justification, 90th Contracting Squadron has determined that Lynch Denver is the only responsible source capable of fulfilling this requirement. Awarding a contract to any other source would be impractical and would likely result in unacceptable delays, increased costs, and potential compatibility issues. 5.
