RFI Questions: 36C24125Q0795 - N063 Cameras Replacement Page 1 of 2 Can the Due Date be extended? Will there be an extension of date on this? September 23, 2025 @ 4:00 PM Would the government consider a 5-7 business day proposal due date extension following the issuance of RFI responses? See Question 1 Please post the sign in sheet and Q&A's from the site visit. Posted at end IS GSA pricing required for the scope of work, or Open Market pricing? Solicitation is for a firm fixed price to achieve the turnkey service of PWS. Wage determinations and other pricing is standalone. This is LPTA. Is there only (1) Panel Closet for both NVR and Access Control Panel located in Bldg. Admin Office? The present system is the only location. The office on the first floor of unit 2 is the only space separated from the residents which can house the necessary equipment. Relocating it would require additional security considerations and is not advisable. Can you provide Electronic Floor Plans marked up with existing � card readers? There are card readers for each bedroom (18), the computer room in apartment 2, the store room in 8, the front and rear entrance of each unit (8). Total 28 not including bathrooms which do not need them Can you provide Electronic Floor Plans marked up with existing cameras? There is one at the front and rear exists, and 2 per floor except the basement which only has one. QTY 36 Can you provide Electronic Floor Plans marked up where you would like the External Camera to view the parking lot and back yard? The PWS leaves it as a means and methods of the prime contractor. The intent is to get broad coverage of the parking area and grassy area. A wide field of view mounted near the rear exits of unit 2 and 8 or 4 and 6 should be sufficient coverage. Are all Card Readers required to be PIV Keypads? The system shall have unique access cards serialized to an individual user. However this is a residential property please do not constrain the solution to match VA PIV/PACS system. This shall be a standalone system with a card and matching code unique to every user as opposed to a single common RFID etc. Are Both Access Control and CCTV to be tied into VA Police? Absolutely not. This is a standalone LAN system, VA PSRDM, network constraints or other PACS requirements are in no way related. This will be a small LAN with no external access. Shall the � New PACS be Premysis and CCTV be Salient the same as what is currently viewed by VA Police? See Question 10. Per Solicitation it is understood existing cameras are to be replaced, does the scope include cameras in new locations other than the back of your area? The intent was the same location unless otherwise approved by COR after award. The only new locations would be 2 covering the parking lot and backyard area. Assuming the existing cameras and readers are Analog, Do you require New Cable Runs or Do we use existing cable? For low voltage, the status of existing infrastructure is unknown. All offerors should assume replacement with appropriate cable to match their proposed solution. Note, any new line voltage beyond what is present would need to be in conduit, all offerors shall include an optional deduct price for re-using existing cable to ensure post award flexibility and equal assumptions Regarding replacement cameras: are we correct in assuming 2MP? PWS requires the same as or better than existing, selection and recommendation are otherwise at discretion. Does the VA have a camera manufacturer preference? No, see contracting for technical restrictions or sourcing requirements such as buy America act etc. Will as equals be accepted? N/A Will the VA provide the network switches? No, again this will not be on a VA network and shall not have internet connection. The intent is for local only and physical hardwired connections. Bluetooth, wi-fi and other wireless vulnerabilities should be disabled or not included with the hardware Does VA have a preferred network switch manufacturer?� No Will as equals be accepted? N/A Does VA have a preferred head end manufacturer?� No Will as equals be accepted? N/A Is the existed cable CAT 5? Current connection appears to be Honeywell 22 AWG 6/C ETL Type CM-CL2 Are there building drawings available? Yes attached Are there two buildings being covered, or just the Basement-3rd floor of one building? Cherry St is considered 1 building with 4 apartments/Units. Unit 2, 4, 6, and 8. Each unit has 3 floors My team has reviewed all the documents in detail; however, we were not able to find the specifications� for the cameras.� Cameras are not specified. PWS is for functionality to meet or improve upon existing picture quality while meeting all other requirements. features of the PWS My camera is unsure of what cameras to pitch and provide� to the agency until we know the brand specs.� See Question 22 Can you confirm� that the system you are requesting is VSS and PACS without recurring licensing? Example Hirsch Velocity requires a yearly SSA and or a 5-year agreement. This is to keep the system up to date as Windows pushes updates. See Questions 10 and 16. PWS requirement is for a proposed solution that shall not require recurring subscription fees or licensing. The contract is for a single effort that shall leave a system that the VA can self-sustain without recurring cost and function on a 1-time fee How old is the facility? Residential building. Property card attached lists the year built as 1900 How much square footage is in the facility? See property card, 10,600 How stable is the power? It is close to downtown with reliable infrastructure, but it is subject to the standard severe weather conditions and utility issues of all New England residences. No generator power. Is there a dropped ceiling in all areas of installation? No. gypsum wall board and plaster with fire stopping for most wall, ceiling, and floor penetrations What type of walls are in the perimeter areas? see Question 28 Do we need to drill between the walls, to run our cable infrastructure? This is a means and methods of the contractor and proposed solution dependent. Do we need to use conduit? If yes, what do you estimate the total conduit footage will be? All line voltage if added or modified does need to be in conduit. Any new low voltage conductors shall be in conduit/sleeve for wall ceiling or floor penetrations. Penetrations shall be fire stopped Are the door frames metal and concrete filled? No this is largely wood framed residential construction. Please provide a comprehensive list of quantities of all IDS items needed to include model # (e.g. total number of motion sensors, glass breaks, etc.) per location. IDS is not in scope Do you currently have existing IDS Sensors in your doors? Please specify which doors. IDS not in scope What is the manufacturer of the existing IDS system? N/A Will we be able to reuse the existing cable? If so, what type of cable is there currently? See Question 13 Are Ceilings Suspended? Or Hard Lid? Hard see similar prior Question 28 Are there existing Cable Trays for wiring above ceilings? Full infrastructure is unknown. See pictures of closet indicating sleeves/ conduit used for low voltage. Can Existing Wiring be utilized? See 13 Is a UPS required? If so, What Time/Power Duration is required? Card readers and cameras should have battery backup for 4-8 hour outage. The preferred solution would be for 8 hours and include recording functionality but full system work station would not need to be operational Are Equal Equipment substitutions allowed? No brands are specified only existing infrastructure and performance/contractual requirements Is Plenum Wire acceptable? It is not prohibited but it is application dependent and should match the installation requirements of the selected hardware Is After Hours Access for said work, available to contractor at no add l cost to the Gov t? Unlikely, this facility is a residential patient area. Certain exceptions may be supported but are not promised and PWS requirements shall be the basis for offers. What is the height of Exterior Cameras? (If any).Current units are approximately the height of the ceiling of floor 1. Please provide/post other Q & A requests. Done Please provide a list of equipment and parts # that are to be installed. Compliant hardware is offeror responsibility IAW PWS and is not specified. Are there pipe chases between floors? There are some but the VA does not have any mapping What is the range of the budget for this project, and is it already appropriated? FY 25 funding is allocated. Budget or ROM is not provided. This firm fixed price PWS shall be lowest technically acceptable offer. Because of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress payments allowed? The station does not compensate for uninstalled hardware due the low value hardware has for 3rd party installation, however invoices for partially completed work rather than the entire job can be certified for less than the full obligation. How many feet of new wire will have to be run? Quantity is offeror responsibility What kind of cipher lock and quantities are required e.g. X-10. Cypher locks are not in scope. Card/keypad readers are usually a 4+ digit P.I.N. chosen by the user Please post the drawings and the key for the drawings. See attached Please provide the type and location of each of the (31) cameras to be replaced. Correction appears to be that there are 38 if 2 new are added to the exterior Please confirm if the intent is to re-use the existing wire to the (31) cameras. If the intent is to reuse the existing wire, please provide type of wire. See prior answers to similar Questions. Please provide a plan of the exterior parking area, back yard and shed where 2 to 4 cameras are to be added. See Question 8, PWS describes intent proposed solution shall mount the quantity and location necessary to gain wide coverage of the stated areas Please confirm if the intent is to replace all (32) existing card access readers ( keypads ). Confirmed as 28 (bathroom readers can be removed). Please confirm if the intent is to reuse the existing controls, power supply, electrified door hardware, door position switches, request-to-exit sensors and wire for each of the (32) existing doors with card readers. There are no door hardware changes planned proposed solution shall use existing hardware, but the keypads/readers and cameras shall be replaced/updated. Again, this not a formal VA PACS system just keyless entry with unique user identification. Re-use of conductors and power supplies is covered by prior Questions. Please provide a plan or shop drawing of the access control and camera system. All available information is provided Please confirm if a site visitation date has been established. Completed 9/5 We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. This is a onetime contract. The current system has been supported as necessary by Sonitrol. If not brand new, could you please provide the current / previous contract number? Sonitrol, their call card is on existing infrastructure is within provided pictures Access Control Head-End Replacement: Please confirm if the existing access control head-end needs to be replaced, or are we only replacing the card readers? PWS calls for head end and contains performance requirements Cabling Requirements: If we were to implement advanced credential technologies (e.g., FICAM-compatible readers), would that necessitate additional cabling or infrastructure changes beyond what is mentioned in the SOW? FICAM FIPS and other such specifications are not in scope as mentioned above. This is a simplified residential electronic access system and recording/monitoring of communal spaces Existing Equipment Details: Please have the contractor provide the serial numbers details of the currently installed access control and CCTV equipment? This will help in planning for compatibility and any additional requirements. Pictures included Head-End Location and Cooling: The current head-end is located in a small, unventilated closet. Given that the new CCTV head-end will be high-performance and may generate significant heat, is there an opportunity to relocate the head-end to a more suitable room with proper ventilation or cooling to ensure the longevity and safety of the equipment? The current closet and office are the only restricted access space available. Careful selection or layout of equipment within these confines including any necessary fans or heatsinks are means and methods. Credentials: Please confirm what type of credentials (e.g., prox cards, iCLASS, smart cards, PIN codes, or dual factor) are currently being used by tenants with the existing S2 system card read Doors are dual factor, card and 4 digit PIN What is the current video management platform? What are the current camera models? See picture. What is the existing cabling infrastructure to the cameras? See images Are the cameras on the customer WAN network or on a security LAN? Single LAN without internet connection. How many CCTV head end locations? One How many access control panel locations? 28 What is the existing access control cabling infrastructure? See prior answers Are there any existing access control or cctv workstations? Yes How many workstations would you like us to include. One, or note existing desktop computer is sufficient: Is the access control system currently PIVclass? See prior answers we do not believe so. Does the new access control system need to be a PIV system? No not gov t style Is there any existing credentials? The current card access is in use Is there a need for a separate enrollment station? Depends on the proposed solution but we do not believe it is likely since this is not a PACS for FICAM/FIPs system. The requirement is for non-subscription and for VA staff to be able to self-sustain access programming and user profiles Is there currently a HID PIVClass Certificate Management Server? Or is PIV server needed? See prior responses Can a cardholder database be exported and provided for the migration of current users and credentials? Note there are only 18 residents maximum. The system only needs to support ~ 25 (5-master, 20 single) users. There is no clear mention of what would go in a quote. Do we have to provide technical solutions as well or just pricing or could you please let me know what the proposal or quote format is.� � Your insights will help me develop a clear and concise proposal for the same.� PWS is for turnkey solution. To evaluate proposals a rough completion plan demonstrating PWS compliance should accompany the cost. Quote should demonstrate understanding of the scope and a plan to satisfy it. Can you please provide the floors plans? attached What type of cameras will be installed on site? See prior responses Would you like to have the PACS readers connect to the primary hospital and be monitored from that location? No see prior responses The cards are being are being locally issued, correct? Correct, PWS is for a self-sustainable system. Is the intent to reuse all of the door locking hardware? Yes Will the CCTV or ACS system integrate with the main hospital campus? No see prior responses Due to the age of the building, is there any history of Asbestos or lead testing? Although lead paint exists it is unlikely to be a constraint within the PWS. Some flooring is partially ACM, but it is not anticipated to be within the scope of this exercise Will the work be 100% performed during normal business hours? See prior answer and PWS Is the integrator removing and disposing of all existing equipment? Yes unless it has volatile memory (DVR) and then it would be turned over to VA for destruction. Can the RFP due date be extended? See amendment Can a site visit be scheduled? Completed 9/5 Device Location & Quantity: The PWS notes 31 existing cameras and 32 keypads spread over 4 units and 4 levels. Could you provide a floor plan or breakdown specifying the quantity and specific location (e.g., ""North Entrance,"" ""West Hallway 2nd Floor,"" ""Office 101"") of each camera and keypad? See attached What is the average approximate distance between the existing cameras and the central head-end/switch location? See maps, but field measurements and quantification are offeror responsibility What type of cabling (e.g., coaxial, CAT5e, CAT6) is currently in place for the existing system? See prior responses Is the facility equipped with dropdown (suspended) ceilings, particularly in the hallways and common areas where new conduit may be required? See prior responses Are the interior walls masonry or drywall? This will impact the installation method for new conduits and wire mold. Plaster/drywall Facility Size: What is the total square footage of the entire facility at 2-8 Cherry Street? This helps in overall project planning and logistics. There is no mention of what to be sent in a proposal, page limit, technical� description etc.� Do we have to send just the price quote?� Please� advise.
