- This is a pre-solicitation notice for a five-year multiple award Indefinite Delivery Indefinite Quantity (ID/IQ) contract for the Federal Highway Administration Office of Safety. The purpose of this IDIQ is listed below: The purpose of this IDIQ is to procure non-personal technical expertise and research support services to perform programmatic research and outreach. The Contractor(s) will provide technical expertise and support services related to safety design, safety data and analysis, safety countermeasures and emerging engineering and infrastructure safety solutions for the FHWA Office of Safety. The FHWA anticipates activities in the following task areas in support of the Office of Safety's programs: Technical Support and Assistance Research, Development, and Engineering Support Recommendations Policy/Regulatory Analysis Reports and Case Studies Analysis of Program Delivery Approaches Safety Evaluations Meeting Support Program Evaluations Professional Capacity Building, Development, and Training Support Comprehensive Curricula Identification Course Development and Delivery Program Evaluations Industry/Public Outreach and Feedback Enhancing Outreach to Practitioners Marketing and Communication Strategies Market Research Technical Administrative Support Public Affairs/Graphic Design Trade Show Assistance Internal Correspondence/Editorial Assistance FHWA anticipates soliciting this requirement to include a small business reserve for two vendors. FHWA highly encourages small businesses to team together to be able to meet the full requirement as market research indicated that many small businesses would be able to successfully meet portions of the requirement. FHWA anticipates releasing a solicitation for this requirement in October or November 2025. FHWA anticipates that the solicitation will include an initial written component followed by a virtual oral presentation.
