- INTRODUCTION The United States Army Corps of Engineers (USACE) San Francisco District (SPN) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide services for propagation, rearing, marking (adipose fin clip), ensuring fish health, and releasing of steelhead (Oncorhynchus mykiss) to meet mitigation requirements prescribed in the biological opinion and hatchery genetic management plan. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.� PROGRAM BACKGROUND The DCFH was first opened in 1980 to mitigate for the loss of fish and fish habitat as a result of the construction of Warm Springs Dam. The CVFF was built at Coyote Valley Dam in 1990-1991, but due to poor summertime water quality, year-round rearing was not possible. At this same time, the DCFH was expanded to accommodate rearing of the Coyote Valley steelhead, and CVFF has continued to be used for spawning returning fish and imprinting prior to release. Between 1999-2000, use of DCFH was expanded again to accommodate a fledgling Coho Broodstock Program, which is now fully incorporated into the operation of the hatchery. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform propagation, rearing and releasing services of 200,000 steelhead Oncorhynchus mykiss from the Congressman Don Clausen Fish Hatchery (DCFH; also known as Warm Springs Hatchery) and 200,000 steelhead from the Coyote Valley Fish Facility (CVFF) as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. The objectives of this contract are listed below: � Propagate, rear and release 200,000 steelhead from the DCFH to compensate for the loss of spawning and rearing habitat for 6,000 wild, adult steelhead. � Plan for and implement the hatchery genetics management plan (HGMP) subject to the availability of funds; FAR 52.232-18. � Propagate, rear and release 200,000 steelhead from CVFF to compensate for the loss of spawning and rearing habitat in the East Branch of the Russian River above Coyote Valley Dam for an estimated 4,000 wild, adult steelhead. � Relocate Chinook salmon Oncorhynchus tshawytschta adults returning to DCFH to the Russian River above the confluence of Dry Creek and those returning to CVFF to the main-stem Russian River or to the West Fork, Russian River. � Provide night and weekend surveillance of the Coho facility (when USACE staff are not present), process any Coho returns to DCFH or CVFF, and provide spawning and releasing transportation support. Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, PST, September 30, 2025. All responses under this Sources Sought Notice must be e-mailed to logan.champlin@usace.army.mil. This documentation must address at a minimum the following items: 1) What type of work has your company performed in the past in support of the same or similar requirement? 2) Can or has your company managed a task of this nature? If so, please provide details. 3) What specific technical skills does your company possess which ensure capability to perform the tasks? 4) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 5) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. The estimated period of performance consists of one (1) base year and two (2) option years. The contract type is anticipated to be Firm Fixed Price. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Logan Champlin, in either Microsoft Word or Portable Document Format (PDF), via email logan.champlin@usace.army.mil All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the contract specialist identified above.
