The purpose of this notice is to afford industry the opportunity to submit company profiles with capability statements, provide acquisition strategy feedback, and express interest in the potential procurement. The U.S. Army Corps of Engineers (USACE) Europe District is planning a requirement for a firm-fixed-price, design-bid-build construction contract to build a new Deployable Airbase System (DABS) with facilities, vehicles, and equipment (FEV) in Rygge, Norway. The projects anticipated magnitude of construction is between $25,000,000.00 and $100,000,000.00 with a construction duration of 830 calendar days from issuance of the Notice to Proceed (around October of 2026). USACE anticipates a solicitation will be issued in January of 2026 with a pre-proposal site-visit scheduled in February 2026, and a contract award around September 2026. PROJECT DESCRIPTION The Rygge DABS / FEV construction project includes facility space for humidity-controlled warehouse storage, heated general purpose warehouse storage, vented general purpose warehouse storage, refueling vehicle maintenance, a fuel dispensing point, a vehicle wash rack, testing facilities, and a central plant. The purpose of these facilities is to provide material and vehicle storage, and administrative and maintenance support for the DABS - Facilities, Equipment and Vehicles assets. The facilities will need to include overhead bridge cranes, lightning protection, overvoltage protection, closed-circuit television, and information systems connectivity. Supporting facilities include vehicle parking, security fencing with gate, security entry control building, shed supplies and equipment depot, a scale, material processing depots (for hazardous materials, petroleum oil, and lubricants), loading and unloading area, environmental mitigation, site improvements (landscaping, grading, and paving), and site utilities. The presentation is tentatively scheduled for 16 October 2025 at 14:00 HRS Central European Summer Time (CEST).
