T-ICAM Software Licensing Notice ID: RFI-T-ICAM-W15P7T Federal Organization: W15P7T W6QK ACC-APG PSC Code: 7A20 NAICS Code: 541519 Place of Performance: CONUS and non-foreign OCONUS This Request for Information (RFI)/ source sought announcement is issued for planning purposes only and does not constitute an Invitation for Bid, Request for Quotation, Request for Proposal, or a commitment by the Government to procure any goods or services described herein. Responses to this announcement are for informational purposes only and will not result in any reimbursement of costs incurred by respondents. This source sought announcement does not authorize negotiations, obligate the Government to award a contract, or imply funding availability. No funds have been authorized, appropriated, or allocated in connection with this source sought announcement. The Army is issuing this RFI/source sought announcement as a means of conducting market research to identify sources who have Technology Readiness Level (TRL) 7 commercial software solutions that meet the requirements described below without delaying the Army�s current deployment plans in Q3FY26. This market research is for vendor licenses to a mature commercial software solution and post deployment software support (PDSS) services including maintenance, new feature improvements / enhancements, integration, testing and other technical services for the (Unified Network Operations) UNO Tactical Identity, Credential and Access Management (T-ICAM) services which are currently being developed and will begin fielding in FY26. This market research is not for hardware or vendors to develop a new software solution. UNO T-ICAM provides distributed and deployable; at the point-of-need Authentication and authorization services which support the Army Tactical and Warfighter Applications, systems and devices. UNO T-ICAM enables secure authentication to the tactical network, applications, resources and for preventing unauthorized access and enabling visibility of the who and what is on the network. UNO T-ICAM services are intentionally designed to function regardless of the operational conditions under which they are operating to include Disrupted, Disconnected, Intermittent, and Low-Bandwidth (DDIL) environments. This includes distributable and deployable at the point-of-need ICAM Services that enable Person & Non-Person Entities to leverage ICAM services for authentication and authorization to access systems, applications & mission critical capabilities even in DDIL Conditions. Limited Size Weight & Power (SWAP) Constraints need to be an important consideration in the solution that is deployed in DDIL environments. UNO T-ICAM Services have open extensible interfaces for interacting and exchanging ICAM data with other Network Operations (NetOps) and Warfighter applications to include the Information repository Integrated system (IRIS) and future Next Generation Command & Control (NGC2) Applications and data. Software Requirements The vendor solution must: Consist of modular, light weight microservices, severable components & modules Have a valid Authority to Operate (preferred) Must be hardware & product agnostic Must be operationally ready to deploy Must support seamless Cloud-edge synchronization Must be resilient to DDIL and SWAP Fluctuations Must be tailorable to each unit based on their operational demands Must support Person Entities (PE) & Non-Person Entities (NPE)s, Must be able to support unique identity records for PE & NPE Must be able to consolidate, synchronize and disseminate identity records. Must be able to support all the DoD Approved identity credentials Must enable users to manage their own credentials Must have single sign-on (SSO) capabilities Must support industry standard ICAM Protocols such as Security Assertion Markup Language (SAML), Open Authorization (OAuth) � OpenID Connect (OIDC), Web Services Federation (WS-Fed), Azure OIDC and SAML SSO Capabilities, Active Directory Federation Services (ADFS), etc. Must be able to support dynamic, least privilege and Zero trust access control Must support the ability to specify access control rules. Must support the ability to provide visibility and auditing Must support the ability to interoperate with Mission Partners Must support all army CORPS, Divisions and their subordinate units The end state is a Tactical ICAM Solution that operates in DDIL conditions and allows Soldiers localized control and functionality of ICAM Transactions of PEs & NPEs in Partitioned, DDIL Environments; a consistent level of access regardless of whether the entity is using DoD, Army, or local ICAM capabilities; a Unified Network underpinned by Zero trust principles and Interoperability with Mission Partner ICAM capabilities. If your organization has a mature software solution to meet this requirement, please provide the following information: Organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and Tailored software capability statements addressing whether or not the software solution meets each of the software requirements listed above, with appropriate documentation. . How will your company seamlessly provide and install a software solution without delaying the Army�s ongoing software deployments? Have you ever provided your software addressing the above requirements to the Department of Defense? If so, to whom, when, and scope of effort. The Government will evaluate market information to ascertain the potential market capacity / capabilities and define contract strategy for software licensing procurement.
