- Description
- The Marine Corps Installations National Capital Region-Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a requirement in support of the Wounded Warrior Regiment (WWR) for Outreach and Resource Support Services. The WWR Outreach and Resource Support Services will be solicited as a 100% Service-Disabled Veteran-Owned Small Business set aside. This contemplated contract will be a hybrid Single Award contract consisting of Firm Fixed-Price (FFP) Contract Line Items for services and Cost Reimbursement for travel. The contract will have a one-year base, and four one-year option periods. The North American Industry Classification System (NAICS) selected for this effort is 624190 Other Individual and Family Services, which has a size standard of $16M. The Product Service Code (PSC) selected for this acquisition is G099 � Social-Other Services. This action will be solicited utilizing commercial contracting and negotiation procedures under FAR Part 15. All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on the System for Award Management website (www.sam.gov) on or about 01 October 2025. The proposed solicitation number for this action is M00264-26-R-0001. All responsible sources may submit a proposal to be considered for this requirement. All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the sam.gov web link frequently for updates to any documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any. SCOPE OF WORK: This non-personal services requirement provides outreach and resource support to the United States Marine Corps Recovery Care Program (RCP) and is a vehicle the Wounded Warrior Regiment (WWR) will use to meet its mission. Supporting the RCP is the Sergeant Merlin German, Wounded Warrior Call Center (WWCC). The WWCC and the Wounded Warrior Battalion Satellite Contract Centers at Marine Corps Base (MCB) Camp Lejeune, NC, and MCB Camp Pendleton, CA provide assistance services for wounded, ill and injured (WII) Marines, Sailors attached to Marine units and their family members throughout all phases of the recovery process and the transition to veteran status. The WWCC is the primary contact point for WII individuals and their families to request and receive assistance. The WWCC and satellite contact centers support the WWR core mission with execution of a comprehensive outreach and assistance program for WII Marines. Support and assistance includes but is not limited to, non-medical case management and coordination with adjacent government agencies (e.g. Department of the Navy, Veterans Administration, Medical Boards, etc.) and liaison with non-profit organizations and vocational rehabilitation concerns and daily outreach and communication. The WWCC and Contact Centers engage with WII individuals through phone calls, emails, text messages, and social media to ensure effective communication and access to essential resources, benefits, and WWR support. Support services at the WWCC and Contact Centers are delivered by Customer Care Representatives (CCR), Non-Medical Case Managers (NMCM), and Field Service Representatives (FSR). The place of performance will include the following eight locations: Marine Corps Base Quantico, Camp Pendleton, Camp Lejeune, Seattle WA, Jacksonville NC, Wichita KS, Orlando FL, and Minneapolis MN. The WWR Outreach and Resource Support Services Draft Request for Propsal (RFP) is included in this posting for review. Stakeholder feedback is encouraged no later than 1000 EST on 26 September, 2025.
