- Synopsis This is a Sole Source Synopsis published for informational purposes only. This proposed action is for a VSR for the Wright Patterson Air Force Base. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106 -1(b)(1), �Contracting officers may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available�. The contracting officer has determined that only one source is reasonably available: TELOPS INC. This proposed procurement will be Sole Source under North American Industry Classification Code (NAICS) 334516, (Analytical Laboratory Instrument Manufacturing). Business size standard for NAICS 334516 is 1,000 employees. PSC/FSC code: 6640: Laboratory Equipment and Supplies. The proposed source is TELOPS INC, located at 2600 av Saint-Jean-Baptiste bureau 100 Qu�bec, PQ CANADA A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: Telops Inc. is the only known source that can provide a fast-scanning VSR Mid/Near IR spectroradiometer with the required technical capabilities and performance specifications. Extensive market research and review of currently available technologies have demonstrated that no other vendor manufactures equipment that meets the essential requirements, including spectral range, resolution, scan speed, and system integration compatibility as specified for this procurement. The unique technical features of the Telops solution�such as proprietary detector technology, advanced calibration methods, and real-time data acquisition�are not available from any other manufacturer. Alternate suppliers were investigated and found unable to deliver equivalent products or meet the stringent performance thresholds necessary for the intended scientific applications. Attempts to solicit competitive offers were unsuccessful due to the lack of technically compliant alternatives, confirming Telops Inc. as the only viable and qualified supplier for these needs. Please see Attachment 2, Sole Source Justification, for more complete details. Delivery Schedule: 18 WEEKS ARO Delivery Destination: WPAFB OH 45433-5529 Delivery Type: FOB Destination (As defined in FAR 2.101 � Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss.). Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination. Attachments: Sole Source Justification (SSJ) Redacted The fast scanning VSR Mid/Near IR spectroradiometer is an advanced spectrometer capable of collecting extremely high resolution spectra in both laboratory and field conditions across a broad spectrum light ranging from near infrared to long-wave infrared at very high scan rates. This capability allows you to directly monitor real time spectral changes in targets of interest allowing for the rapid characterization of the chemical composition of these targets, often at significant ranges. These signatures can be used to extract information from remote targets which provide critical data to numerous DoD technical intelligence organizations. REQUIREMENTS: 1. Fast scanning Mid Interferometer Spectroradiometer: Scanning optical velocity of 23 cm/sec (82 scans/sec at 16 cm-1 resolution). 2. Liquid nitrogen cooled InSb detector assembly. 3. Liquid nitrogen cooled MCT detector assembly. 4. InSb detector channel with a NIR spectral range of 1,800 cm-1 (5.5) to 10,000 cm-1 (1um) 5. MCT detector channel with a LWIR spectral range of 667 cm-1 (15um) to 4,500 cm-1 (2.2um). 6. Color video camera with the same field of view as the spectroradiometer (co-axial). 7. Wide Angle Input Telescope with 84 mm focal length parabolic mirror. Field of view adjustable from 75 millirad to 9 millirad. Focus range from 2 meters to infinity. 8. Medium Angle Input Telescope with 230 mm focal length spherical mirror with flat folding mirror. Field of view adjustable from 28 millirad to 3.5 millirad. Focus range from 10 meters to infinity. 9. Narrow Angle Input Telescope. Cassegrainian telescope with 250 mm diameter primary parabolic mirror with 325 mm focal length and 75 mm diameter secondary hyperbolic mirror with 73 mm and 290 mm conjugate foci. The effective focal length of 1300 mm. Field of view adjustable from 4.9 millirad to 0.6 millirad. Focus range from 30 meters to infinity. 10. Special Wide Angle Input Telescope with 58 mm focal length parabolic mirror. Field of view adjustable from 110 millirad to 14 millirad. Focus range from 2 meters to infinity. 11. Motorized input aperture capable of being controlled by the acquisition software. 12. Tripod with a variable height and geared head with a Vernier. Capable of easy removal and installation of the instrument from the tripod. 13. GPS / IRIG-B module for time stamp on data. 14. GUI software interface with at least 12 external sensors 15. Acquisition Laptop Quantity = 2 16. Radiometric calibration accessory. 17. At least 3 inches by 3 inches low temperature extended high emissivity blackbody source 18. At least 3 inches by 3 inches high temperature extended area blackbody source. 19. At least 7 inches by 7 inches high temperature extended area blackbody source. 20. 3 day on site installation and training to include: equipment setup, start up, alignment, demonstration and spectral interpretation of data to be scheduled by the government after receipt of order 21. Service/maintenance plan: Period covers: 12 months after reception of the order Unlimited depot repair. Scheduled at the government�s discretion; the government shall return the defective unit to the factory to have it repaired, whenever necessary (shipping to and from will be paid for by the government) Service shall Cover: � All parts and labor; � Software and firmware updates � One preventive annual maintenance: ? Preventive maintenance replacement of the following consumables parts: laser, IR source, desiccant when applicable; ? Instrument validation with full test report documentation including: NESR measurement and specification check; Infrared optical alignment verification and cleaning; Detector vacuum and performance verification; Field of view mapping; Complete testing reportAn unlimited number of in-house emergency repairs. Contractor can reserve the right to perform the preventive maintenance if relevant to do so.Hardware and application support via email, phone, and fax 2 weeks turnaround time (From the time received to completion of work) Technical support prior to any deployments; 4.0.
