Description
The United States Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC) is planning an acquisition for the Defense Health Agency (DHA) Facilities Enterprise Healthcare to provide all personnel, equipment, tools, materials, supervision, and other items required for the Initial Outfitting and Transition (IOT) Facilities Support Services (FSS) procurement and installation of equipment for new healthcare facilities, dental facilities, and medical research laboratory construction and renovation projects supporting immediate and future requirements. The Secretary of Defense?s initiative to rebuild the military and restore the warrior ethos directly supports warfighter readiness by prioritizing combat effectiveness, training, and resilience. This emphasis on readiness aligns with the DHA mission, which focuses on delivering modern, mission-ready healthcare facilities to meet the medical needs of service members. As the DoD intensifies its focus on readiness-driven infrastructure, DHA?s updated FY26 requirements reflect additional demand and funding. The services include, but are not limited to, providing Military Health System (MHS) compatible comprehensive project management; comprehensive interior design development; comprehensive equipment planning; equipment purchasing; transition and relocation planning; receipt, storage, and warehousing of new and existing equipment; installation (non-construction related integration), technical inspection, and training for equipment/systems; and final turnover, close-out, and postoccupancy evaluations for identified construction projects. The service locations are anticipated to be performed at facilities throughout the Contiguous United States (CONUS) to include Alaska, Hawaii, and its outlying areas, and in foreign locations to include Belgium, Djibouti, Guantanamo Bay, Japan, Korea, the Netherlands, Poland, Qatar, Germany, and the United Kingdom. Other foreign jurisdictions may be added to the geographic scope of the base Multiple Award Task Order Contract (MATOC) if deemed appropriate after an analysis of relevant statutes and regulations, including the Competition in Contracting Act, and approval of a FAR 6 Justification and Approval (JA) for an out-of-scope change, if appropriate, and analysis of international agreement terms between the United States and the respective foreign jurisdiction.
