- Combined Synopsis/Solicitation �F1S0AZ5253A001 This is a combined synopsis/solicitation for commercial products prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and an additional written solicitation will not be issued. This is a Request for Quotation (RFQ). All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2025-05, DAFAC 22025-04 and DFARS Change 01/17/2025. NAICS is 541519. This is a commercial acquisition, total set aside for Small Business. The Air Force Test Center (AFTC) located at Edwards Air Force Base, CA is soliciting for Brand Name Delta Telemetry Systems/GDP Space Systems Eight Channel Telemetry Gateway Bundle. Place of delivery and acceptance shall be at Air Force Test Center, 115 Gregorious Ave, Bldg 3736, Edwards Air Force Base, CA 93524. Requested delivery shall be 90 to 120 days after receipt of Order (DARO). Interested parties who believe they can meet all the requirements for the products and services described in this synopsis are invited to submit in writing a complete quote. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis/solicitation. The requested is for brand name, Delta Telemetry/GDP products, restricted to authorized vendors/resellers only: Part # MD2355-w/M08 Bundle, Eight Channel Telemetry Gateway Bundle � QTY 6 EA Part # OP2355-2TTL, Dual TTL I/O Channel Card � QTY 4 EA The Government will be evaluating quotes IAW FAR 52.212-2 -- Evaluation -- Commercial Items (Nov 2021). ADDENDUM to 52.212-2, Evaluation � Commercial Items. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical capability of the item offered to meet the Government requirement (2) Price: In the integrated assessment, upon which the award assessment will be made, price is of more importance than Past Performance when being evaluated. Technical factor will be rated as Acceptable or Unacceptable. (3) Past performance: Offerors shall submit at least two (2) recent past performance work within the last three (3) years along with their proposal. (Provide Contract Number, Agency of performed work, and Agency�s Point of Contact (Email/Phone Number) In the integrated assessment, upon which the award assessment will be made, Technical capability is of more of importance than Price when being evaluated. Technical factor will be rated as Acceptable or Unacceptable. BASIS FOR CONTRACT AWARD: This is a competitive solicitation using simplified acquisition procedures and Best Value in which competing offerors past and present performance history will be evaluated as more important than price. Only one award will be made under this solicitation. Awards will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures. Submit only written offers via e-mail; oral offers will not be accepted. All offerors must be registered with the System for Award Management (SAM). Offers are due at the Air Force Test Center, Directorate of Contracting, 5 South Wolfe Avenue, Building 2800, Edwards AFB, CA, 93524, no later than September 22, 2025, at 2:00 pm PST.
