- This Sources Sought is for market research purposes only � it is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for respondent's expenditures made in response to this notice. Interested vendors are responsible for monitoring this notice for any subsequent changes. All submissions become government property and will not be returned. The purpose of this notice is to afford industry the opportunity to submit company profiles with capability statements, provide acquisition strategy feedback, and express interest in the potential procurement. The U.S. Army Corps of Engineers (USACE) Europe District is planning a requirement for a firm-fixed-price, design-bid-build construction contract to build, construct, and extend the munitions storage area (MSA) in Rygge, Norway. The project�s anticipated magnitude of construction is between $25,000,000.00 and $100,000,000.00 with a construction duration of 707 calendar days from issuance of the Notice to Proceed (around August of 2026). USACE anticipates a solicitation will be issued in December of 2025 with a pre-proposal site-visit scheduled in January 2026, and a contract award around July 2026. PROJECT DESCRIPTION The Rygge MSA Expansion construction project includes the construction of 20 ammunition storage magazines to accommodate a total Net Explosive Weight (NEW) of 3,000,000 pounds. A standard, ammunition storage magazine design which supports up to a maximum capacity of 165,000 pounds NEW will be used for all 20 magazine/bunkers. Supporting facilities include three concrete munitions assembly pads (two 150 ft by 150 ft pads and one 250 ft by 250 ft pad), gravel roads, bermed areas, lighting, security fencing surmounted by barbed wire, and utility connections for communications and electrical. INDUSTRY DAY USACE Europe District will conduct a live presentation of this project and other upcoming Norway projects via Teams. The presentation is tentatively scheduled for 20 October 2025 at 14:00 HRS Central European Summer Time (CEST). To attend the presentation, register by emailing the Contract Specialist and Contracting Officer listed below for the Teams invitation. CAPABILITIES STATEMENT Vendors interested in this potential procurement should submit a brief capabilities statement as one PDF. The capabilities statement shall include the following: 1. Company name, address, point of contact, phone number, and e-mail address. Include Commercial and Government Entity (CAGE) code and Unique Entity Identifier (UEI) number from the company�s System for Award Management (SAM) registration. 2. A completed Experience/Capability Worksheet along with a brief description demonstrating experience with similar construction projects performed within the past ten years in any of the following areas that may be required for the project. Describe if work was performed as a prime or subcontractor, the location (name of city and country), and value in U.S. dollars. a.) Demolition, to include environmental remediation, and site preparation. Clearing and grubbing for brush and preparation of site. b.) Civil work to include site layout, grading drainage, and site utilities. c.) Site layout to include standoff distances, circulation of people and vehicles to include parking areas. d.) New pavement with reinforced concrete or asphalt. e.) Grading and drainage to allow efficient surface drainage of design storm events. f.) Potable water distribution, fire water distribution and storage, and sewer collection pipes and lift station designed to Norwegian Standards. Utility connections will need to be coordinated with Norwegian Utility Providers. g.) Knowledge of quality control, scheduling, and safety procedures and documentation, especially if similar to those utilized on USACE projects. 3. The vendor�s capability for bonding and to obtain the appropriate permit(s) to perform construction in Norway, especially Rygge. 4. Information on any constraints that USACE should be aware of to assist in acquisition planning and contract execution. 5.
