Description
INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Upgrades Phase 2 Portland HCS project at the Portland VA Health Care System (VAHCS) located at 1601 East 4th Plain Boulevard, Vancouver, WA 98661. PROJECT DESCRIPTION: Contractor shall assess, inspect, and site verify the existing conditions prior to construction and completely prepare site for building operations, including demolition and removal of existing structures, and provide all labor, materials, equipment, qualified supervision, and other items designated in this contract in accordance with the specifications and drawings to complete Project No. 648-24-701 EHRM Infrastructure Upgrades Phase 2 Portland HCS project at the Portland VA Health Care System (VAHCS). The scope of this project may include, in addition to the drawings and specifications, civil, plumbing, mechanical, electrical, and electronic disciplines. Tasks include: Provide redundant fiber run from the Main Computer Room (MCR) to each (TR) in buildings 1,2,3,4,11,12,,13,14,15,,17,18,20,21,24,25,27,and Trailer 3. Add Primary fiber home run in buildings1 (TR s) 2 (1 TE), 17 (3 TR s), and 18 (1 TR). Add approximately 25 additional data drops in building 2 sterile processing. The Portland Oregon facility project shall include, but is not limited to, add primary fiber home run in buildings 100 (2 TR s), 103 (4 TR s) and 104(1 TR), provide two new (TR s) in building 100 and relocate existing TR equipment, upgrade facility power distribution as required, upgrade facility HVAC distribution as required, add redundant fiber home run in buildings 100 (2 TR s), 103 (4 TR s), and 104 (1 TR The architectural demolition, reconfiguration, expansion, and renovation of existing spaces. The architectural construction of new finished spaces, doors, and flooring systems. The structural alteration of existing structural components, and construction of new structural equipment support. Electrical upgrades including electrical panels, normal and critical power distribution, bonding, Uninterrupted Power Supplies (UPS), lighting, and new power outlets. The installation and programming of Building Automation System (BAS) equipment and interfaces. Upgrades to existing HVAC, reprogramming of existing controls, and the installation of new HVAC and new controls. The modification of existing plumbing to avoid Telecommunication Rooms, and the installation of new plumbing to support new mechanical systems, and interior drainage. Upgrades to data communication infrastructure including new data outlets, patch panels, seismic rated IT racks, cable management, in building as necessary. This includes the re-cabling of all existing data cabling within the entire campus to CAT 6A. Upgrade of the fiber infrastructure backbone, campus wide both within buildings and between buildings and all associated civil site construction and landscaping. The abatement of asbestos and lead based paint, including the preparation of an abatement plan in accordance with the requirements of the Montana Department of Environmental Quality. Fire Suppression Upgrades including new gaseous suppression systems, and the modification of existing fire sprinkler systems. Fire Alarm Upgrades. Firestopping and fire caulking for all wall and floor penetrations within the project scope. Physical security upgrades including Physical Access Control, intrusion detection, and security cameras, as shown on the contract drawings. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation will be issued in late October of 2025. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $5,000,000 and $10,000,000. This notice is not a request for competitive offers.
