- Description
- The U.S. Army Corps of Engineers, New York District (USACE) intends to issue a solicitation package seeking to award a Firm Fixed Price (FFP) contract for the construction of a project at Fort Drum, NY. The project magnitude is between $5,000,000 and $10,000,000 million. This will be a Total Small Business Set-Aside. Summary of Work: This construction project will construct a new two-lane road that is approximately 730 feet in length, or 3,100 square yards, demolish and reconstruct approximately 2,400 linear feet, or 16,000 square yards of asphalt and concrete roadway, with lighting, passive barriers, active barriers, and controls. The project will also include site work and grading, utilities, storm water management features and other related work at the Fort Drum Ontario Avenue (aka Gas Alley) ACP. The project will need to be completed in 12 months and will shut down the Gas Alley ACP during periods of construction. A strong site superintendent will be required. This project is planned for advertisement starting in November 2025, with an award planned for by December 2025. The contract duration will be 365 calendar days for the entire project. The North American Industry Classification System (NAICS) code is for general construction; 237310 for Highway, Street and Bridge Construction. All questions must be submitted in writing via email to the Contract Specialist. The media selected for the issuance of this solicitation and amendments shall solely be at the discretion of the Government; accordingly, the medium utilized for this project is the Internet. Paper copies of this solicitation, and amendments, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with System for Award Management (SAM), located at https://www.sam.gov/portal/public/SAM/, and Contract Opportunities, located at https://sam.gov/, in order to safeguard acquisition related information for all Federal Agencies. The Office of the Under Secretary of Defense (Acquisition Technology & Logistics (OUSD{AT&L}) A Guide to Collection & Use of Past Performance Information dated 2003 and FAR Part 36 requires the collection and use of past performance information (PPI) in acquiring best-value goods and services. FAR Subpart 36.3 and DFARS Subpart 236.2 mandates the use of Construction Contractor Appraisal Support System (CCASS) by all DoD agencies for construction contracts greater than or equal to $650,000 or more than $10,000 if the contract was terminated for default.
