- Department of Veterans Affairs NCO 5 is seeking responses from entities that are interested in this procurement and consider themselves to have the resources, capabilities, and qualifications necessary to provide the services required for Washington DC VA Medical Center. Please respond to this RFI/Sources Sought 36C24526Q0063 with your: 1. Business name (including Unique Entity ID (SAM.gov) 2. Business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), and 3. Person of contact (including telephone number & email address). 4. Capability statement and summary of previous experience providing these types of services for the Veterans Health Administration or other similar facilities. 5. Available contract vehicles (GSA FSS, etc.) for use by Department of VA (include applicable NAICS) 6. Brief Summary of categories of services that your company can/cannot provide. 7. Certification(s) / Licenses for meeting the local requirements to provide these services at the Huntington VAMC (if applicable) 8. Confirmation that your organization has the capability & expertise to meet the performance requirements while complying with applicable limitations in subcontracting by responding to the questions below with your response: a. Do you intend to self-perform this effort? b. If you are located outside the immediate area, how will you self-perform? c. Or do you intend to subcontract work under this contract? d. If you intend to subcontract work under this contract, how will you ensure compliance with the limitations on subcontracting? Responses to the information requested above must be submitted via email to William.Galletta@va.gov Generator Preventative Maintenance Washington DC VA Medical Center 50 Irving St. NW, Washington DC 20422 1. Introduction This Statement of Work (SOW) outlines the requirements for providing preventative maintenance services for emergency generators and associated equipment at the Washington DC VA Medical Center, located at 50 Irving St. NW, Washington DC 20422. 2. Scope of Work The Contractor shall furnish all labor, materials, equipment, supervision, and transportation necessary to provide comprehensive preventative maintenance services for the facility s emergency generator systems in accordance with the manufacturer s recommendations, NFPA 110, Joint Commission standards, and VA policies. 2.1 Equipment Covered - Main emergency generators (list types, sizes, serial numbers if known) - Automatic Transfer Switches (ATS) - Generator day tanks and fuel systems - Associated control panels and switchgear 2.2 Preventative Maintenance Tasks At a minimum, services shall include but are not limited to: A. Monthly Inspections: - Visual inspection of generator and components - Check fluid levels (oil, coolant, fuel) - Inspect and record battery voltage and condition - Inspect belts, hoses, and connections for wear/leaks - Inspect exhaust system - Check for abnormal noise or vibration - Run generator under load per NFPA 110 and record readings - Inspect ATS for proper operation and cleanliness - Record all readings and observations B. Quarterly Inspections: - All monthly inspection tasks - Inspect and test battery charging system - Inspect air intake and exhaust system - Inspect the engine and alternator for leaks - Check and clean air filters - Inspect and test generator control panel C. Annual Maintenance: - All monthly and quarterly tasks - Change engine oil and filters - Change fuel filters and water separators - Change air filter elements - Inspect and test the coolant system; flush and replace coolant as needed - Inspect and test block heaters - Clean generator and ATS enclosures - Test and calibrate all safety devices and alarms - Load bank testing (if required by VA or code) - Provide comprehensive written report of all findings, actions, and recommendations 2.3 Emergency Service - Contractor shall provide 24/7 emergency response with a maximum 4-hour onsite response time for generator failures. 3. Performance Requirements - All maintenance shall be performed by qualified, factory-trained technicians. - Work shall comply with all applicable federal, state, and local codes, including NFPA 110, OSHA, and VA regulations. - All work shall be scheduled in advance with the VA Medical Center s designated representative. 4. Deliverables - Maintenance checklists and service reports after each visit - Annual comprehensive report with recommendations - Immediate notification of any deficiencies or potential failures - Documentation of all parts replaced and services performed 5. Schedule - Preventative maintenance services shall be performed per the following schedule: � � - Monthly: Inspections and testing � � - Quarterly: Enhanced inspections � � - Annually: Comprehensive maintenance - Emergency response: 24/7/365 availability 6. Hours of Work - Routine maintenance shall be performed during normal business hours (Monday-Friday, 7:00 am 5:00 pm), unless otherwise approved by the VA Medical Center. - Emergency services must always be available. 7. Safety and Security - Contractor personnel shall comply with VA Medical Center safety, infection control, and security requirements. - All personnel must check in and out with Engineering Service upon arrival and departure. 8.
