Description
Request for Information/Sources Sought Notice: Laundry Services for 47th Medical Group, Laughlin Air Force Base, TX 1. Introduction This is a Request for Information (RFI)/Sources Sought Notice (SSN). The Defense Health Agency (DHA) is conducting market research to determine if qualified businesses exist that can provide laundry services for the 47th Medical Group (47 MDG) at Laughlin Air Force Base (LAFB), Del Rio, TX. Prior solicitation for this effort in August 2025 via Sam.gov did not result in the selection of a capable, qualified contractor at a reasonable price. Therefore, this additional publication seeks to learn more about potentially capable vendors. This is not a solicitation, nor is it a request for proposals. This notice is for informational and planning purposes only and does not constitute a commitment, implied or otherwise, that a solicitation will be issued. The Government is not obligated to award a contract as a result of this notice. 2. Lapse of Appropriation Please note that the Government is currently in a lapse of appropriation for Fiscal Year 2026. Any solicitation or request for quote issued for this requirement following market research will include the following DFARS Class Deviation until such time as a new appropriations bill is approved or an additional continuing resolution is signed. 252.232-7998 OBLIGATIONS IN ADVANCE OF FISCAL YEAR 2026 FUNDING (OCT 2025) (DEVIATION 2026-O0001) The Department of Defense has the authority to enter into this contractual action and to obligate the Government in advance of appropriations; however, appropriated funds are not currently available to make payments under this contract to liquidate this obligation. When appropriated funds become available, the Government will make payment in accordance with the terms of this contract, including the payment of interest where applicable under the Prompt Payment Act. This clause supersedes conflicting terms of any other provision in this contract dealing with contract payment or financing until funds are made available to the Contracting Officer for this contractual action. (End of clause) 3. Program Details The 47 MDG requires laundry services to include pickup, linen receipt/weight verification, laundering, packaging, and delivery of medical linens. The estimated annual workload is approximately 3,356 pounds (est. 5,290 pieces) of linen, consisting of scrub tops, scrub bottoms, scrub jackets, lab coats, privacy curtains, towels and blankets. 4. Scope of Work The contractor shall provide all labor, equipment, and supplies necessary to perform the laundry services outlined in the attached Performance Work Statement (PWS), dated 16 May 2025. Basic information is outlined below: Pickup of soiled linens from 47 MDG (Bldg. 375) at LAFB. Verification of linen weight at pickup. Laundering of linens in accordance with applicable standards, including OSHA Bloodborne Pathogen Standard: 1910.1030. Washing at minimum of 71C (160 F) for 25 minutes with detergent. Specific laundering requirements for each linen article: Scrub Tops: W; P; D; F; SS; B; WP Scrub Bottoms: W; P; D; F; SS; B; WP Scrub Jackets: W; D; P; RH, WP Lab Coat (White): W; MS; D; P; RH, WP Lab Coat (Blue): W; D; P; RH; WP Gown: W; D; P; RH; WP Privacy Curtains: WDFB; WP Blankets: WDFB; WP Towels: WDFB; B; WP (Key: W=Wash, P=Press, D=Dry, F=Fold, SS=Separate by size, B=Bundle, WP=Wrap in Plastic, RH=Return on Hanger, MS=Medium Starch, WDFB=Wash, Dry, Fold, Bundle) Packaging of clean linens. Delivery of clean linens to 47 MDG (Bldg. 375) at LAFB. Maintenance of separate containers for dirty and clean linen. Provision of plastic bags/wrapping that completely cover the linen. All work performed for the 47 MDG shall be compliant with the Infection Control Linen Facility Inspection Checklist and the references listed within the checklist. Contractor shall maintain a water temperature log for the loads that contain 47 MDG linens. The temperature log will include date, time and the recorder�s initials. The contractor shall provide copies of the temperature log upon request and at any time to the Government. 5. Delivery Schedule The requested pickup and delivery schedule is a minimum of once per week, between the duty hours of 0900 to 1130 or 1300 to 1600, on Tuesdays. The preference would twice per week, but once per week is currently the minimum that will allow the treatment facility to operate appropriately with sufficient linens. 6. Information Requested We are seeking businesses interested in providing the services for laundry cleaning at LAFB starting 1 November 2026. If interested, we request that you provide the following information: Company Name (including DBA if applicable) Address Point of Contact (Name, Title, Phone Number, Email Address) UEI, Cage Code, and DUNS Number (if applicable) Business Size (e.g., Small Business, Large Business, etc.) and any socio-economic categories (e.g., HUBZone, 8(a), Service-Disabled Veteran Owned Small Business, etc.) We would also appreciate your company�s feedback on the requirements outlined in the attached PWS), including any impediments to your firm proposing or any concerns you have regarding the ability to provide a fair and reasonable price. a. Do you have the capability to perform linen pickup and drop-off twice per week? Once per week? If not, what is the maximum frequency you can support? b. What is the distance from your facility to Laughlin AFB? c. If your company is not within the Del Rio area, would you consider a subcontracting arrangement with a local drycleaning/laundry firm? How would you secure the subcontract relationship prior to proposing? d. Is the distance to the facility for pickup and delivery prohibitive of your company proposing on this requirement at a fair and reasonable price? If so, are there any changes that the government should consider to increase your ability to provide a proposal and maintain a reasonable price? For reference our current ROM for this requirement is between $7,000 and $15,000 per month. e. Would allowing a combination of linen rental to supplement the laundering requirement potentially make this requirement more or less attractive to your company? Please explain why. f. If a linen rental program was offered, would a reduced pickup/drop-off frequency (e.g., once every two weeks) be more feasible? Please provide the duration and ROM for rental that you expect would be required, (e.g., linens sufficient for one week beyond what the MTF already owns at a cost of $XXXX per week)? g. What other factors, if any, would prevent your company from submitting a proposal for this requirement? (Examples: inability to meet security requirements, facility limitations, etc.) h. Beyond those outlined above, are there any specific challenges or concerns you foresee in fulfilling this requirement, given the scope of work and delivery schedule? i. Provide any suggestions or recommendations that would improve the clarity or feasibility of this requirement. 7.
