Description
VISN 20, VA Police Radios and Services THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the item availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following supplies, brand name or equal, and services via a five-year Blanket Purchase Agreement (BPA): Title: BPA for VISN 20 Veterans Affairs Police Radios and Services Background: The VA Northwest Health Network, Veterans Integrated Service Network (VISN) 20, is responsible for providing health care to Veterans in the states of Alaska, Washington, Oregon, and Idaho. There are currently 8 VA Health Care Systems and a total of 78 Community Based Outpatient Clinics throughout VISN20. There is a need for inter-facility connectivity for security communication throughout VISN20 facilities, as well as a way to interoperate with local emergency response personnel including: police, fire and emergency medical service (EMS). VISN20 is also looking to standardize radio communication equipment throughout VISN20 to facilitate a means for centralized leadership during contingency operations for natural disasters, symmetric and asymmetric events against facilities, executive protection, and local disaster assistance. Tasks: The Contractor shall provide all design, labor, personnel, equipment, tools, materials, supervision and other items and services necessary to install, configure and integrate fully functional brand name or equal Motorola APX Radio Communication Solution across VISN20 at any VA location in the states of Alaska, Washington, Oregon, and Idaho. Radio solution shall integrate and be compatible with the existing Motorola radios currently being utilized throughout VISN20s Police services. Radio solution shall provide connectivity, that is not boundary restricted and will keep radios connected when in transit. Radio solution shall leverage broadband data paths (including LTE and/or Wi-Fi, etc.) to extend communication coverage outside of dedicated land mobile radio (LMR) coverage areas. Security RCS equipment shall be maximized for security operations, while enhancing capabilities and improving operational safety. Non-security RCS equipment shall enhance normal operation by enabling interoperability with police and improving campus communications coverage. Contractor shall provide and install (if installation is required) new equipment only. No refurbished, returned, or used equipment is permitted and must be original equipment manufacturer (OEM) components for use within this system. Contractor shall provide programming and testing of equipment as required. Contractor shall provide at a minimum the following data: IP address, encryption key(s), equipment serial numbers, locations of equipment, and all manufacturer warranty information for each piece of equipment installed. Contractor and any subcontractor shall be Original Equipment Manufacturer (OEM) certified to install, service, and maintain these specific platform and radio systems equipment. Contractor shall provide on-site training, installation, programming, warranty repair, non-warranty repair, upgrades, bug fixes, sustainment services, etc. Contractor shall comply with all VA, local, state, and Federal environmental and occupational safety laws, rules, and regulations. NAICS Anticipated: 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing Type of Contract Anticipated: Blanket Purchase Agreement (BPA) in which Firm-Fixed-Price Calls will be issued. Anticipated Deliver By: 4/1/2026-3/31/2031 Depending on the results of market research and socioeconomic set-aside decision, the appropriate limitation to subcontracting may be incorporated into resulting solicitation/contract, as well as determination of brand name or brand name or equal decision. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government may or may not issue a solicitation as a result of this announcement. There is no solicitation available at this time.
