- Action Code: Sources Sought Notice Class Code: Y-Construction Services NACIS Code: 237990 Title: Obstruction to Navigation Removal & Disposal, Portland Harbor, Maine Solicitation Number: W912WJ26BA0XX Set Aside Code: Response date: 24 November 2025 Place of Performance: US Army Engineer District, New England 696 Virginia Road Concord, MA 01742-2751 US Description: The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for the removal and disposal of an obstruction to navigation from the 35-foot deep, Fore River channel feature of the Federal Navigation Project (FNP) in Portland Harbor, Maine. Removal of the obstruction is needed to meet the navigational requirements of deep draft vessels that use Portland Harbor. This announcement is to determine the interest, availability and capability of Small and Large Business concerns as described below. The NAICS code for this procurement is 237990 with a Size Standard of $45M. The solicitation for this project is anticipated to be issued on or about January 2026. The construction is expected to be done in May 2026 and take 2 days to complete. The estimated construction cost is between $250K-$500K. Under this contract the successful bidder will be required to provide all personnel, labor, materials and floating plant needed to affect the removal and disposal of a submerged wharf piling creating an obstruction to navigation in the FNP in Portland Harbor, Maine. Portland Harbor is a very busy commercial port with deep draft commercial vessels including tankers and container vessels calling on it. The obstruction is the remains of a wooden (with some attached metal) wharf pile and is located downstream of the Casco Bay Bridge and approximately 240 feet off the Holyoke Wharf at approximate position, 43�-38-55.22N, 070�-15-15.96W, inside the authorized, 35-ft deep, Fore River channel feature of the FNP. The obstruction, an approximately 32� long (i.e., above the mudline) by 2� diameter wooden wharf piling, is lodged in bottom sediments, and sticking up above the channel bottom at a low angle at (tip) elevation -30.8 feet below Mean Lower Low Water (MLLW). The length of pile extending below the mudline is unknown. The objective of this contract is to remove (and dispose) of the pile in its entirety. However, if removal of the pile in its entirety (e.g., the portion below the mudline) is not feasible, then removing that portion of the pile above the mudline and below -37� MLLW or deeper, is also acceptable. Verification and proof that the pile has been removed and disposed in accordance with the requirements of this contract will be required. All work, including any underwater diving, shall be in accordance with the U.S. Army Corps of Engineers, Safety and Health Requirements Manual (EM 385-1-1, 15 March 2024 Version) and in accordance with all Federal, State and local requirements. Responses to this sources sought will be evaluated on experience in salvage and/or marine construction activities like those that may be required for these operations. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.); the type of equipment to be utilized for this project; as well as qualifications and specific examples of experience in performing the work requirements stated above. The project examples must have been performed within the last ten years. The package must show project examples of all the experience/expertise listed above. However, the experience does not have to be demonstrated on one single project. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Please include a Point of Contact and phone number for each project example who may be contacted for further information on contractor's effort and performance. Proof of bonding capability must be submitted with the package. Firms interested shall provide the above documentation via email and are due by 2:00 pm Eastern, 24 November 2025. The Government will not pay for any material provided in response to this market survey nor return the data provided.
