DRAFT REQUEST FOR PROPOSAL: KC-46 Landing Gear Overhaul/Remanufacture This DRAFT Request for Proposal (RFP) is intended to engage potential vendors and gather input to inform the development of a RFP for KC-46 Main and Nose Landing Gear sustainment. A formal solicitation is anticipated for release in January 2026. Important Considerations: This DRAFT RFP is not a commitment by the Government to award a contract. The Government does not intend to pay for any costs incurred by respondents in preparing or submitting information in response to this request, nor for expenses related to attending any conferences. Feedback received in response to this announcement will be used to refine the acquisition strategy and the subsequent formal solicitation. Interested parties are responsible for monitoring this website for updates and the official RFP release. Program Overview: The purpose of this Requirements Type Contract (RTC) is to provide overhaul/remanufacture sustainment support of the KC46 Main Landing Gear (MLG) and Nose Landing Gear (NLG) shipsets to support the programmed Time Change Intervals (TCI) at Tinker Air Logistics Center (ALC). Additionally, overhaul of landing gear subcomponent DLRs will be supported under this contract in support of field level replacements. This RTC is a single award and consists of a 5-year base period with a single 5-year option to extend the term of the contract. The total duration of this contract, to include the option period, shall not exceed ten (10) years. Purpose: This DRAFT RFP is a key element in our acquisition planning process. We are seeking industry feedback to enhance the clarity, practicality, and overall quality of the eventual solicitation. Attached to this notice are draft versions of the Solicitation, Technical Requirements Document (TRD), Contract Data Requirements Lists (CDRLs), and other pertinent documents for your review. Specific Feedback Requested: The Government is particularly interested in receiving detailed comments and recommendations in the following areas: Technical Requirements Document (TRD). Please pay special attention to the recently incorporated O&A, Parts Beyond CMM Repairability, and GFM procedures. Total Evaluated Price Attachment and Proposed Escalation Methodology. Section L (Instructions to Offerors): We seek input on the clarity of submission guidelines, the feasibility of proposed response deadlines, and any potential for undue burden on participating vendors. Section M (Evaluation Criteria): We are soliciting feedback on the clarity of the evaluation criteria and their alignment with the program's critical objectives. Specifically, we request feedback on the proposed source selection methodology and the related evaluation criteria. Please submit your written feedback and questions via email to the Contracting Officer no later than November 28, 2025. Pre-Solicitation Conference: The Government is hosting a pre-solicitation conference on November 19, 2025, at 0900 MST at Hill AFB, Utah, to engage potential vendors. The intent of this conference is to meet with interested contactors to review and set our expectations on the Draft RFP, including Sections L&M, TEP, TRD etc. as well as address any remaining questions or concerns prior to final RFP release. In light of the current government shutdown, there is a chance our office may be furloughed, and this meeting will have to be postponed. The acquisition team is currently proceeding as planned, but there is a risk the team will need to reschedule to a later date.
