Description
This notice is for informational purposes only. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers (USACE) � Norfolk District intends to issue a contract action on a sole-source basis to Woolpert-RS&H LLC (CAGE: 7JG89) (�Designer of Record� or �DOR�). This sole-source contract action will acquire architect-engineer (A-E) design and construction support services from the DOR, related to the repair of Building 31 Roof, Bays I-M, at Defense Supply Center Richmond (DSCR). The separate construction contract will be performed by a Design-Bid-Build (DBB) delivery. The services to be acquired shall be completed in accordance with all applicable engineering requirements and consistent with the design intent reflected in the construction documents previously prepared by the DOR. The work performed under the intended contract action constitutes a continuation of services previously performed by the DOR to ensure consistent application of the DOR�s design intent and to maintain DOR responsibility over the construction documents. The project involves updating the previously developed 100% design-bid-build documents for the roof repair of Bays I-M of Building 31 with all current Unified Design Criteria, USACE design guides, and integration of the geographic conditions and site constraints. The work in the DBB documents shall include: � Complete removal of the existing roof material and replacement with new material in kind. � All damaged or deteriorated roofing components such as wood substrate, insulation, wood facia and trim boards will be removed and replaced. � Alterations to the building shall be made, as needed. � Existing roof mounted equipment and appurtenances will be removed and replaced to facilitate roof replacement. � Fire protection tie off points shall be installed. � Upper windows shall be removed and replaced in kind. � All access ladders and pipe railings shall be painted as part of this project. � Access ladders shall be replaced in kind, as needed. � Replace roof on connecting covered walkway between Building 31 and Building 32. The design shall comply with all applicable construction standards and codes. Construction shall be in accordance with Defense Logistics Agency (DLA) Energy Policy. The AE shall identify any permits that may be required for this project. Services to be procured may also include: - Bidding and Amendments support - Construction Document Sets production - Site Visits and On-Site Meetings support - Requests for Information support - Submittal Register Reviews support - Other Reviews support By way of background, in July 2018 the Norfolk District awarded task order W9123618F0060 under IDIQ contract W9123617D0004 to the Designer of Record to create a design package and provide construction phase support services related to the repair of roofs on Buildings 31 and 32 at Defense Supply Center Richmond. The services to be acquired under this intended contract action are necessary to complete the efforts begun under the above listed task order. The current proposed contract is for Building 31 only. The follow-on design contract and subsequent construction contract for the Building 32 roof repair were separately awarded in Fiscal Years 2024 and 2025 respectively. This Notice of Intent is published in accordance with FAR 5.201. All responses received within 15 calendar days of posting this notice will be considered by the Government. A determination by the Government not to compete this proposed contract base on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Woolpert-RS&H LLC is the Designer of Record for the original design of the DSCR Building 31 Roof Repair. The separate construction contract will be executed using a Design-Bid-Build (DBB) delivery method. The services to be acquired under this contract will be completed in accordance with all applicable engineering requirements and consistent with the design intent reflected in the construction documents previously prepared by the DOR. The work performed under the intended contract action represents a continuation of the services originally provided by Woolpert RS&H LLC, ensuring consistent application of the DOR�s design intent and maintaining DOR responsibility throughout the construction phase. Because Woolpert RS&H LLC possesses extensive project-specific knowledge, experience, and expertise, awarding the intended contract to another firm would introduce significant risks, including: Increased costs due to revalidation of design and calculations Potential project delays while a new firm familiarizes itself with the existing design Loss of design continuity and technical inconsistencies As a result, Woolpert RS&H LLC is the only firm capable of performing these services without unacceptable duplication of effort, cost, or delay.
