Description

Blackboard licenses and annual subscriptions requirement are necessary to support Fort Leavenworth, specifically ArmyU and sub-organizations, and deliver education materials through utilizing the existing learning management system (LMS), Blackboard. This requirement includes unique supplies required for the U.S. Army Transformation and Training Command (T2COM) to accomplish the mission outlined in the Army Learning Model (ALM) through delivering programs of instructions (POIs) on the existing LMS platform, Blackboard. The justification for exception to fair opportunity references FAR 16.505(a)(4), items peculiar to one manufacturer, as the authority.
