- Authorized under Defense Federal Acquisition Regulation (DFARS) Subpart 212-70, this CSO enables the Department of the Army to competitively procure solutions through a streamlined acquisition process, allowing for rapid award decisions. This approach underscores our mission to expedite the award and delivery of critical technologies, ensuring that the Army can leverage advancements in manufacturing swiftly and efficiently. By prioritizing speed in our contracting efforts, the Government aims to support the timely integration of cutting-edge technologies that enhance operational readiness. Through this initiative, the Army reaffirms its commitment to fostering innovation and enhancing manufacturing operations, ultimately delivering superior capabilities to our warfighters. The ISV-H will provide critical operational capabilities, including exportable power to support tactical operations and onboard power to enable mission command while maneuvering. The ISV-H deploys worldwide by sea, air, and land modes to support strategic deployment and operational maneuver of the Army�s Maneuver Brigade Combat Teams (MBCTs). Product Director (PdD), Ground Mobility Vehicles (GMV), located at Selfridge Air National Guard Base (ANGB), Michigan, is the office responsible for this effort. ISV-H seeks to award the following but is not limited to: FAR contracts under FAR Part 12, Commercial Procedures; or non-FAR agreements such as transaction agreements under 10 U.S.C 4022. The CSO solicitation process may include a multi-phased solicitation and evaluation approach. The following phases may be used: Phase 1 � White Paper Proposals, Phase 2 � Engagement/Presentation, and Phase 3 � Request for Commercial Solution Proposal (CSP) This CSO outlines the procedures that are available for utilization by the Government to ensure a competitive process is followed. The competitive process under this CSO may result in a two or three phase approach (White Paper Proposal, Engagement/Presentation and a request for a CSP). See attachments for additional details.
