- Description
- 1.1 DESCRIPTION OF INCIDENTAL SERVICES. The contractor shall provide a complete building automation system (BAS) including BACnet/IP based controllers, electric cabinets, sensors and acutuators for the HVAC systems of the buildings. All work shall conform to standard commercial practices, in accordance with (IAW) the technical regulations for workplaces, and electrical TUV/VDE requirements. This shall include testing and balancing of all controllers and the new application. In phase 1 an existing building will be renewed, and new HVAC systems and the BAS will be installed. In phase 2 a new building will be built and connected to the existing building. The contractor shall be responsible for: 1.1.1 Delivery of field devices Sensors and actuators for phase 1 - heating circuit - hot water preparation - Utilities room - Telecom room 1.1.2 Delivery of electric cabinet including building automation system for phase 1 - heating circuit - hot water preparation - Utilities room - Telecom room - Connection to air handling unit - Connection to metering - Connection to cooling units - hygienic rinse - various fault messages 1.1.3 Delivery of Software program specially designed for the building automation system for phase 1 - heating circuit - hot water preparation - Utilities room - Telecom room - Connection to air handling unit - Connection to metering - Connection to cooling units - hygienic rinse - various fault messages 1.1.4 Commissioning and as built documentation for the building automation system for phase 1 - heating circuit - hot water preparation - Utilities room - Telecom room - Connection to air handling unit - Connection to metering - Connection to cooling units - hygienic rinse - various fault messages 1.1.5 Delivery of field devices Sensors and actuators for phase 2 - heating circuit vehicle bay - Utilities room phase 2 1.1.6 Delivery of electric cabinet including building automation system for phase 2 - heating circuit vehicle bay - Utilities room phase 2 - Connection to ventilation system vehicle bay - Connection to the control system of the doors - various fault messages 1.1.7 Delivery of Software program specially designed for the building automation system for phase 2 - heating circuit vehicle bay - Utilities room phase 2 - Connection to ventilation system vehicle bay - Connection to the control system of the doors - various fault messages 1.1.8 Commissioning and as built documentation for the building automation system for phase 2 - heating circuit - hot water preparation - Utilities room - Telecom room - Connection to air handling unit - Connection to metering - Connection to cooling units - hygienic rinse - various fault messages 1.1.9 BACnet/IP data points to be named IAW ASHRAE 135, VDI 3814-1, and Ramstein Points Naming Convention 1.1.10 Prior to final Government acceptance, all as-built documents, warranty documentation, EDE Files shall be handed over as hard copies and/or secure electronic transfer (DOD SAFE). 1.2 ADDITIONAL TECHNICAL DESCRIPTION 1.2.2 All controllers to be BACnet/IP based, IAW ASHRAE 135 � 2020 and BTL certified. 1.2.3 Setpoints, trending, and alarms are to be determined by the Government. 1.2.4 To maintain system standardization and utilize available resources, all KMC buildings are to be uniformly equipped with BTL-certified building automation systems, preferably of the brand Kieback & Peter DDC4000, alternatively Siemens PXC4...PXC7. Only building automation systems from these two manufacturers, including all associated components, are permitted for use. 1.2.5 The contractor shall include project commissioning and submit a commissioning final report. Critical aspect of the project include ensuring that systems and components are designed, installed, tested, operated, and maintained according to the operational requirements. � Quality assurance � Cost-effectiveness � Improved efficiency � Enhaced safety � Compliance with regulations FAR 52.225-5, Trade Agreements�One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.�
