Department of the Interior Bureau of Reclamation � Upper Colorado Region Glen Canyon Powerplant and Lake Powell Switchyard NOTICE TYPE: Sources Sought (Market Research) NAICS: 237130 � Power and Communication Line and Related Structures Construction PSC: Y1MD Construction of Electrical Installations and Power Plants 1. NOTICE DESCRIPTION This Sources Sought announcement is issued solely for market research and planning purposes in accordance with FAR Part 10. This is NOT a solicitation, request for proposal, bid, or quote. No contract will be awarded from this notice. No reimbursement will be provided for costs associated with responding. Information received will be used to enhance acquisition planning for a future competitive requirement under FAR Parts 15 and 36. 2. PROJECT LOCATION Glen Canyon Powerplant and Lake Powell Switchyard Glen Canyon Dam Coconino County, Arizona (approx. 2 miles northwest of Page, AZ) 3. PROJECT OVERVIEW The Bureau of Reclamation anticipates a construction requirement to furnish and install three (3) outdoor, three-phase station service transformers and perform associated electrical, protection, and structural work. 4. PRINCIPAL COMPONENTS OF WORK A. Transformer Removal and Replacement Removal and disposal of two (2) existing station service transformers. Furnishing, installing, and commissioning three (3) new transformers: Two (2) transformers: � 3phase outdoor stepdown � 3.75/4.687 MVA (KxAN/KxAF), 55�C rise � 60 Hz � High side: 13.8 kV, 150 kV BIL � Low side: 4.16 kV, 75 kV BIL � 6.5% impedance on 3.75 MVA � Tap changer: �2.5%, 5% � Insulating fluid: Natural ester One (1) transformer: � 3phase outdoor stepdown � 3.75/4.687 MVA (KxAN/KxAF), 55�C rise � 60 Hz � High side: 25 kV, 150 kV BIL � Low side: 4.16 kV, 75 kV BIL � 6.5% impedance on 3.75 MVA � Tap changer: �2.5%, 5% � Insulating fluid: Natural ester B. Additional Electrical & Structural Modifications � Install new neutral grounding resistors. � Remove/replace nonsegregated bus on lowside of two transformers. � Modify highside isolatedphase bus. � Furnish and install one (1) interrupter switch. � Remove two (2) existing transformer protection relays; install three (3) new relays. � Install six (6) current transformers. � Remove existing concrete containment; install three (3) new containment systems. � Remove/install 5 kV cable through powerplant. � Remove/install approx. 2,000 LF of 25 kV armored cable via tunnel and underground conduit. � Install three (3) singlepole fused disconnect switches. � Remove and replace three (3) surge arresters. 5. ESTIMATED MAGNITUDE OF CONSTRUCTION Between $10,000,000 and $25,000,000 6. ANTICIPATED PERIOD OF PERFORMANCE � Period of Performance: TBD � Anticipated Contract Award: 2nd Quarter FY 2027 7. SUBMISSION REQUIREMENTS Interested and capable firms are requested to submit the following: Company Information � Name, physical address, UEI, points of contact, phone, and email. Business Size & SBA Program Status under NAICS 237130 and 335311 � Indicate Small Business, HUBZone, 8(a), SDVOSB, WOSB, SDB, or Large Business. � SBA certification must be verifiable in SAM.gov. Capabilities Statement � Demonstrate relevant experience and capability to perform all required work. Transformer Manufacturer Information � Manufacturer name and country of origin. � Documentation supporting compliance with FAR 52.2255 (Trade Agreements) and/or 52.22511 (Buy American � Construction Materials). Estimated Transformer Lead Time � Assume NTP = January 25, 2027 for market research purposes. Market Conditions & Economic Price Adjustment Input � Brief statement on anticipated supply chain volatility and whether an EPA clause is advisable. Transformer Pricing Indices Used � Identify indices commonly applied for transformers with these characteristics. Bonding Capacity � Provide aggregate and single project bonding limits. 8.
