Synopsis of Proposed Contract Action Action Code: Sole Source Classification Code: 5811 - Other Cryptologic Equipment and Components NAICS: 334610 Subject: Sole Source Requirement for TACLANE Encryptors The Defense Logistics Agency J7 Acquisition Operations Office in New Cumberland, Pennsylvania intends to issue Solicitation SP3300-25-Q-0052 to General Dynamics for the acquisition of TACLANE-Flex and TACLANE-10G encryption devices on a sole source basis. This acquisition is conducted under the authority of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services. The requirement is for the purchase of TACLANE-Flex device and TACLANE-Bundle device. These High Assurance Internet Protocol Encryptors (HAIPE) provide end-to-end encryption for data in transit, protecting classified information. This purchase is in support of a sensitive mission, and for security reasons, specific details of the mission and unit cannot be provided. The authority for using other than full and open competition is FAR 6.103-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements,"" as implemented by 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1). A Justification and Approval (J&A) for this action will be prepared in accordance with FAR 6.104-1. General Dynamics has been identified as the only manufacturer capable of providing the required TACLANE devices. As the manufacturer, General Dynamics possesses the unique technical expertise and in-depth understanding of these systems necessary to meet the government's requirements for form, fit, and function, and to maintain the NSA certification of the encryptors. This notice is a synopsis of the government�s intent to award a sole-source purchase order, as required by FAR 5.201. The contract award is expected to occur on or about 4/19/2026. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
