Deadline Reminder: Despite these document updates, the deadline for comments and feedback remains 1:00 PM EST on April 17, 2026. *************************************************************************************** DRAFT Request for Proposal Posting: Professional, Scientific, and Technical Services Program (ProTech) Space-Based Environmental Monitoring (SBEM) Domain IDIQ Topic: Draft SBEM IDIQ Task Order 1 (TO-1) Solicitation Synopsis Disclaimer #1: THIS IS A DRAFT REQUEST FOR PROPOSAL (RFP). A FINAL RFP is not available at this time. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any cost incurred to submit the requested information and/or proposal. Any information considered �proprietary� should be marked as such and will not be shared outside the Government. Interested vendors are responsible for visiting https://www.sam.gov periodically for any changes or updates to this notice, as well as any notice of a future solicitation. All prospective offerors must be actively registered in the System for Award Management (SAM) in order to be eligible for award (https://www.sam.gov) IAW FAR 4.203. Responses to this notice will not be returned. Purpose of Draft TO-1 RFP Posting: The purpose of this Notice is to provide a draft Request for Proposals (RFP) for Task Order 1, to be issued under the pending National Oceanic and Atmospheric Administration�s (NOAA) ProTech 2.0 Space-Based Environmental Monitoring (SBEM) Domain Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This Notice seeks to solicit responses from interested parties. This DRAFT TO-1 RFP is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. The following draft solicitation documents are provided for Industry review and comment: Updated 04/07/26: J.4 (DRAFT) SBEM IDIQ TO-1 Statement of Work (SOW) Updated 04/07/26: J.5 (DRAFT) TO-1 Price Volume Spreadsheet Updated 04/07/26: J.6 (DRAFT) TO-1 RFTOP Instructions & Evaluation Criteria J.7 (DRAFT) Questions & Answers Form (NOTE: The Government reserves the right to update any section of the documents provided, or add additional documentation in the contemplated FINAL TO-1 RFP.) Estimated Procurement Schedule: Draft TO-1 RFP Questions and Answers: This Draft RFP Posting constitutes the start of a ten (10) day Question-and-Answering (Q&A) Period. The Government requests that Industry review the attached DRAFT TO-1 RFP documents, and provide written responses using the Q&A spreadsheet provided as Attachment J.7 � Questions & Answers Form. Please submit written questions and comments using this template NLT 1:00PM EST on April 17, 2026 via email to the following Government points of contact: If possible, please submit questions prior to that date to facilitate a Government response. The Government anticipates updating this Notice with answers to Industry�s questions. Commercial Data Program Industry Day: The Government anticipates hosting an Industry Day virtually on April 9, 2026 from 1:00-2:30PM EST. Final TO-1 RFP Release: The Government anticipates posting the FINAL TO-1 RFP for this requirement on www.sam.gov on or about April 24, 2026 with an open period of 20 business days. The Government reserves the right to not extend the solicitation�s initial open period nor hold a Q&A during the FINAL TO-1 RFP.
