- Date of this posting: 10 April 2026 A forthcoming solicitation containing further information for this requirement is anticipated. Once a solicitation is issued, all responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by NAVSUP FLCY. If applicable, technical data will be provided at the time of solicitation. Points of contact: Cynthia Cruz, Contract Specialist Patrick Collins, Contracting Officer Description: NAVSUP FLCY Site Marianas (Guam) has a requirement for an accelerated hybrid paramedic education program in support of Joint Region Marianas (JRM) Fire & Emergency Services (F&ES) in Guam. JRM F&ES personnel must be trained to meet the latest version of the National EMS Education Standards and obtain National Registry of Emergency Medical Technicians (NREMT) certification. There are two primary objectives for this requirement: 1. Provide training for twenty (20) firefighters to successfully complete an accredited paramedic education program that meets or exceeds the National EMS Education Standards, and results in eligibility for and successful completion of the National Registry of Emergency Medical Technicians Paramedic certification. 2. Provide training for four (4) certified JRM F&ES paramedics to become trained and certified in the National Association of EMS Educators Level 1, Level 2, and Skills Instructor Course (NAMESE certified). Upon completion, these individuals shall be able to perform as practical skills instructors and ambulance field preceptors. This requires hands-on training at the Contractor or its affiliates US locations to become authorized Paramedic practical skills instructors and ambulance field preceptors. The anticipated period of performance is twelve (12) months from the date of award. The Government anticipates issuing a solicitation for a Firm-Fixed-Price (FFP) contract on or about 25 April 2026. Additional Information: This notice is NOT a request for proposals. The solicitation, when issued, will be available electronically via the System for Award Management (SAM.gov) website. All responsible and eligible sources may submit a quotation, bid, or proposal, as appropriate, in response to the subsequent solicitation, which will be considered by the agency. It is the responsibility of interested parties to monitor this site for the release of the solicitation and any subsequent amendments.
