EO 14398 WAPA LAND SURVEY REQUEST FOR QUALIFICATIONS Architect/Engineering (A&E) Survey Services � Department of Interior � This Request for Qualifications (RFQ) represents Stage I of the Short Selection process. Based on a review of qualifications in this stage of the solicitation process, DOI will select a shortlist of highly qualified Offerors who will be invited to participate in interviews. In the interview stage of the solicitation process, the Offeror deemed highest qualified ranked in order will be asked to submit proposals for Survey and Mapping Services. NOTE: This is not a Request for Proposal, should not be construed or interpreted as a contract or a commitment of any kind, nor does it commit DOI to pay for any costs incurred by Offerors in the submission of qualifications. DESCRIPTION: The DOI � NPS Team is seeking qualified firm(s) or organization(s) to provide Brooks Act, professional-engineering services for Survey and Mapping services for a stand-alone Contract for a project to complete Survey services at NPS tracts 101-01 & 104-02 WAPA War in the Pacific National Historical Park, Piti, Guam. This project will involve specific survey research to determine the origin of the legislative boundary between tracts 104-01 and 104-02. There are reports from former park personnel of Navy survey moments in the vicinity of some of the turning points on the line between the two tracts but there is no record of survey available to NPS currently. Research must be conducted, and these unrecorded monuments need to be properly evaluated for age, use, and position. The diagram provided is a draft to show what lines must be delineated. Deed research and survey records not available to NPS must be obtained and evaluated to ensure the boundary is properly identified and any junior/senior rights that would affect the boundary location are considered. As well as research, the project will include, evaluating field evidence for boundary control, setting monuments, recovering monuments, marking boundary line, producing land descriptions and collecting any evidence of trespass or encroachments originating from the adjoining private parcels across the NPS boundary line. A land survey plat will be prepared and recorded in the records of Guam Department of Land Management per Guam requirements and land descriptions will be prepared for use in the transfer of property. This acquisition is a Total Small Business Set-Aside. Work performed under this contract must be performed by individuals licensed or certified in Guam. Therefore firms, either on their own or in combination with subcontractors, provided compliance with the limitation on subcontracting is met, must have or be eligible to acquire professional qualifications, including licenses and certifications, in any of the required disciplines in Guam identified above as necessary for the completion of a this contract within 180 days of being notified of most highly qualified status. This requirement is necessary to meet licensure and certification requirements as well as to avoid undue delay in meeting agency requirements as they arise while taking into consideration concerns for human health and safety. As such, firms must demonstrate that they are licensed or certified in Guam in the required discipline at the time of qualification submission. The NAICS code for this requirement is 541370. Active registration in System for Award Management (SAM) at https://www.sam.gov is required in order to conduct business with the Federal Government. The Government intends to award a Firm-Fixed-Price Contract as a result of this solicitation. TECHNICAL EVALUATION CRITERIA A-E selections will be conducted in strict accordance with the announced selection criteria, and in compliance with RFO Subpart 36.202, and its supplements. The criteria for evaluation and selection are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria A through F are primary. Criteria G and H are secondary and used as 'tie-breakers' for technically equal rated firms; therefore, firms should not commingle submission of data related to those criterion with the primary criterion. Primary Criteria: a) Specialized experience and technical competence in Land Surveying type of work discussed in the Statement of Work sections I and II for the preceding five (5) years. b) Professional Qualifications: The selected firm must have the professional qualifications necessary for satisfactory performance of required services and relevant experience land surveying as required by the Statement of Work. The evaluation will consider education, registration, technical certification, training, and longevity of relevant experience. c) Equipment Plan: Firms must currently possess or have the capability to readily obtain, through purchase or lease, instruments, equipment, hardware and software sufficient to meet the survey requirements listed in the Statement of Work, Section II, Survey Standards of Care, (4) -Measurement Standards. Describe owned or leased instruments, equipment, hardware and software that will be used to perform this contract or your plan to obtain those items. d) Demonstrated knowledge of locality specific to the Piti, Guam area, as evidenced by accurate and detailed understanding of their geography, local requirements, and Guam title and survey records. Past work experience of these areas would be preferred to show demonstrated knowledge. e) Capacity to accomplish the work. Demonstrate the capability you intend to deploy in performance of this project. f) Past performance: Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules over the last five (5) years. Evaluations will be pulled from CPARS System based on the Unique Entity Identifier (UEI) number for the prime and any subcontractors included in the SF330 Part II. Firms may also include any ratings, letters of appreciation, awards, etc., as well as any other past performance information to document private industry performance of work as a subcontractor for Government agencies. Secondary Criteria: g) Geographic Proximity to the primary assignment area of Piti Guam. h) Volume of recent awards/on-going projects in the last 12 months, with the objective of identifying capacity and availability to complete this project. SUBMISSION REQUIREMENTS Firms that fully meet the requirements described in this announcement are invited to submit: A. A Letter of Interest, which must include a prime and alternate Point of Contact (full name, phone and email address) authorized to negotiate on behalf of the firm; B. A validation of the submittal for no less than 180 calendar days; C. A completed Standard Form 330 for the proposed team (including Parts I and II); D. A completed Standard Form 330 Part II (A-G) for each firm (prime and sub-consultants); E. An organization chart of the team. The organization chart shall include the names of the key personnel, firms, disciplines, roles and responsibilities and the professional licensure/certification of key personnel. F. Documentation of the internal Quality Control Program. Submission of any additional supporting material is required, in order to substantiate the relevant project work specifically described on SF330. Additional information should not exceed 20 double-side pages. REQUEST FOR QUALIFICATIONS � Due June 9, 2026 by 5:00 PM Eastern Time.
