Description
Dear DoC Contractors, The Department of Commerce (DoC) is implementing a financial systems modernization project that will result in use of the Invoice Processing Platform (IPP) for the submittal and payment of invoices.* Please note that, beginning October 2026 the bureaus and offices** listed below will transition to use of IPP: Bureau of Economic Analysis (BEA) International Trade Administration (ITA) Minority Business Development Agency (MBDA) National Telecommunications and Information Administration (NTIA) National Technical Information Service (NTIS) Office of Inspector General (OIG) Office of the Secretary (OS) IPP is a secure, Web-based electronic invoicing system provided to federal agencies and their vendors at no charge, by the U.S. Department of the Treasurys Bureau of the Fiscal Service. By using IPP, vendors can receive electronic Purchase Orders (POs) and send electronic invoices, either through file exchange or by pulling data for invoices directly from POs. IPP also provides online access to invoice status and payment information, including offsets. Prior to transition to use of IPP the clause entitled Invoice Processing Platform-Alternate I (Dec 2022) shall apply to all existing contract actions for these bureaus/offices. After transition to IPP the clause entitled Invoice Processing Platform (Dec 2022) shall apply to all contract actions for these bureaus/offices. The full text of these clauses is attached here for reference. In anticipation of these bureaus/offices transition to IPP please review the information available at https://www.ipp.gov/knowledge-center/vendors/getting-started. If not already enrolled, the Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email within three to five business days of the addition of the contract award to IPP, which is anticipated to occur in the October 2026 timeframe. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email: IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131. Please distribute this information broadly to personnel within your company who may be affected by the transition and if you have questions regarding the implementation of IPP for these bureaus/offices please contact the Shared Services Procurement Office at SharedServicesProcurement@doc.gov. Sincerely, Shared Services Procurement Office www.commerce.gov/oam/? *NOTE 1: The Bureau of Industry and Security (BIS), the Census Bureau, the Economic Development Administration (EDA), and the National Oceanic and Atmospheric Administration (NOAA) have already transitioned to use of IPP. **NOTE 2: In addition to the bureaus/offices listed above, the National Institute of Standards and Technology (NIST) and the First Responder Network Authority (FirstNet) will also transition to use of IPP in October 2026. Please contact your NIST and FirstNet points of contact with any questions specific to use of IPP for contracts your firm may hold with NIST or FirstNet.
