Description
USS RUSHMORE (LSD-47): NAVSUP Fleet Logistics Center Yokosuka (NAVSUP FLCY) Site Sasebo has a new requirement in support of the USS RUSHMORE (LSD-47). The repair and maintenance package of work items are included as Attachment (1). PERIOD OF PERFORMANCE: 12 OCT 2026 through 31 JUL 2027 PLACE OF PERFORMANCE: Commander Fleet Activities Sasebo (CFAS), India Basin Offerors must provide all information required by this solicitation no later than 29 JUL 2026 at 10:00AM Japan Standard Time (JST). MASTER AGREEMENT FOR THE REPAIR AND ALTERATION OF VESSELS (MARAV): In the event the successful offeror possesses an active Master Agreement for Repair and Alteration of Vessels (MARAV) with the U.S. Navy in the form of either a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR), award for this requirement will be made in the form of a firm fixed price job order under the applicable agreement and all of the terms and conditions of the offer's existing MARAV will apply. Firms who do not possess an active U.S. Navy MSRA/ABR in the Japan Region as a Prime Contractor are ineligible for award unless adequate time exists to permit the Navy to perform an assessment of their MSRA /ABR application and to execute the applicable MSRA/ABR without impacting the vessels availability dates. The MSRA/ABR is a location and or region-specific contract agreement vehicle and not a qualifying documentation for future contracts. Contractors must submit separate applications for each location for which certification is desired. This solicitation is intended only for sources duly authorized to operate and do business in Japan as prescribed by DFARS 252.225-7042. Access to the work specification package listed in Section J as Attachment (1) may only be accessed through DoD SAFE. DoD SAFE is a secure U.S. Government repository which enables the sharing of large files and requires outside users to receive a drop-off request from the U.S. Government. Therefore, any offeror intending to provide a proposal to this solicitation shall request access by sending an email to: miyuki.martone2.ln@us.navy.mil by 11 JUN 2026 10:00AM JST. Once the U.S. Government receives the offerors access request, the U.S. Government will provide the offeror with a link and instructions to retrieve Attachment (1). Offerors shall note that access is only available for 7 days once sent.
