- This notice means the VA is announcing a order against an SAC IDIQ, but it is not yet requesting bids or proposals. Key points: Purpose: The VA CWM Leeds Medical Center intends to acquire mail meter equipment through a Firm Fixed Price (FFP) order. Not a Solicitation: Vendors cannot submit proposals in response to this notice because no solicitation has been issued.
