- DHS has awarded a sole-source purchase order to the Association of Public Health Laboratories (APHL) in accordance with RFO FAR Subpart 6.103-1, entitled �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� This DHS award is to provide programmatic, technical, and coordination support to the ICLN. Under this contract (purchase order), the Contractor will support DHS and the ICLN in the following: 1. Engaging public health laboratories in ICLN exercises, planning, and emergency response coordination; 2. Identifying and providing subject matter expertise to shape ICLN methods, logistics, and quality assurance activities; 3. Supporting information sharing and communication between ICLN leadership, federal agencies, and public health laboratories; and 4. Enhancing understanding of laboratory capacity and surge capabilities across public health laboratories relevant to ICLN missions. See the attached justification for more details.
