All controllers upgraded and installed will be compatible with new Siemens Desigo server. One (1) out-of-date Siemens Insight server to be replaced with a current, up-to-date Siemens Desigo server. The statutory authority permitting other than full and open competition is Title 10, U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisy agency requirements.
