However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government�s requirement with a commercial item with 15 days of this notice. This solicitation will be available on the Internet at https://www.dibbs.bsm.dla.mil// after the issue date of 10/16/2026. Due to system constraints, it may take as long as 3 business days from the stated issue date for the solicitation to post to DIBBS. Hard copies of this solicitation are not available. While price may be a significant factor in the evaluation of offers, proposals will be evaluated according to �best value� procedures on the basis of Price, Past Performance, and Delivery., and Socioeconomic.
