CAPABILITY (EARC) AIRCRAFT MODIFICATION KITS: Sources Sought. DRFP

Mengos, Contracting Officer, (513) 255-6606/1944. USAF Aeronautical
System Center is seeking sources for a limited applications development
and integration of existing hardware for KC-135R EARC Kits. This EARC
proposed acquisition will consist of the incorporation of an Air
Refueling Receptacle System (ARRS) and Multipoint Refueling System
(MPRS). The ARRS and MPRS subsystems will be kit proofed to permit
incorporation of either or both into the KC-135R aircraft during depot
status. Sources will be required to provide an existing NDI refueling
pod and aerial refueling receptacle, co-integrating both subsystems
concurrently into a Government Furnished Property KC-135R aircraft for
the EMD test phase. The MPRS will allow airborne refueling of probe
equipped receiver aircraft from refueling pods on the KC-135R and will
allow either boom or drogue refueling during the same tanker mission,
but not simultaneously. However, simultaneous and independent transfer
of fuel to two probe equipped aircraft is required. The incorporation
of an air refueling receptacle based upon in-source design ARRS is also
required. The EMD kit development phase will culminate with an option
for the trial install of the MPRS and ARRS. The EMD phase will require
full flight test qualifications of each kit system and all associated
subsystems: electrical, hydraulic, structural and fuels. Technical
Order Manuals, training and TCTO kit proofs are required. The
acquisition will also include follow-on production options up to
approximately 75 MPRS kits, 150 ARRS kits, spares, PSE, warranties and
technical services. ''An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concerns
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to use of the Ombudsman.
