to the existing Qualified Products List (QPL) for Solar Photovoltaic
Arrays for 12-Volt DC Marine Aids to Navigation conforming to
specification 401A, change 5. Procedures for qualifying are detailed in
specification 401A with change 5. Products on the QPL need not be
requalified. Solar Photovoltaic Arrays charge lead-acid batteries,
which power light and sound signals on marine aids to navigation at
night. Solar Photovoltaic Arrays are used on buoys and at lighthouses
and are exposed to a harsh marine environment. Copies of the
specification are available from the Specification Preparing Activity
(SPA), Commandant (G-ECV-3C/6613), U.S. Coast Guard Headquarters, 2100
Second St., S.W., Washington, D.C. 20593-0001. Manufacturers desiring
qualification should advise the SPA in writing of their intent to
qualify. Responsibility for testing is divided between the Government
and manufacturer as detailed in specification 401A. Manufacturers with
test samples submitted by 30 May 1995 will be qualified as a group.
Successful manufacturers in this group may be placed on the QPL by 30
Sep 1995. Manufacturers not meeting the 30 May 1995 deadline will be
placed on the QPL upon successful completion of the tests. However, the
Government furnished portion of testing, for manufacturers not meeting
the 30 May 1995 deadline, will be performed on a ``not to interfere''
basis, which may require indefinite delay. Consideration in all future
contracts will be given only to those products accepted for inclusion
