Pre-proposals or white papers for advanced development concepts
directly supporting Expeditionary Warfare and Mine Warfare technologies
are requested for potential funding in Fiscal Year 1997. Summaries of
pre-proposals deemed successful in accordance with the criteria listed
below will be included in a variety of program planning documentation,
including Congressional budget submissions. The proposed concept goals
should encompass (1) rapid prototyping and (2) testing within an
operational environment. Special attention will be given to exploiting
mature technologies capable of being demonstrated within two or three
years. A survey of all available technology is important to determine
the most suitable technical approach. It is anticipated that funded
projects will be incorporated into realistic simulations for tactics
development and examinations of military utility. The specific areas of
interest in support of Expeditionary Warfare, which includes the
concept of Operational Maneuver from the Sea, consist of: (1)
battlefield surveillance, reconnaissance, targeting, and battle damage
assessment, with a focus upon sensors, sensor platforms, signal
processing, and/or data fusion and presentation, (2) Naval fire
support, including delivery systems, guidance systems, payloads,
mission planning and fire control, (3) Command, control, communications
and information processing, with an emphasis on ship-to-shore
interfaces and connectivity, data fusion, tactical display, and
planning systems, and (4) Force mobility and survivability. The
specific areas of interest in support of Mine Warfare include: (1)
clandestine surveillance and reconnaissance of mine and obstacle fields
and/or mine laying activities, and (2) rapid mine and obstacle
clearance. In all cases, the mission capabilities will exploit and
consider the physical conditions of the littoral environment wherever
possible. Interested offerers are requested to submit a pre-proposal to
the technical point of contact listed below. The purpose of the
pre-proposal is to preclude unwarranted effort by the offerer in
preparing a full technical and cost proposal not considered to be
responsive. Invitation to submit a full proposal based upon
pre-proposal screen does not assure award of a grant or contract. A
pre-proposal is a two to three page document that outlines the
scientific and technical issues, defines the technical approach, and
describes the anticipated results in sufficient detail to determine
whether a formal proposal is warranted. On additional pages as
necessary, provide a budget estimate by cost and time (total and broken
down by year) as well as resumes of the principal investigator(s). ONR
welcomes pre-proposals from all sources. Cooperative pre- proposal
submissions with Navy Lab participation is encouraged, but not
required. Historically Black Colleges and Universities and Minority
Institutions, as determined by the Secretary of Education to meet the
requirements of 34 CFR Section 608.2 and 10 U.S.C. Paragraph
2323(a)(1)(C), are encouraged to participate. Eight copies of the
pre-proposals will be due at the address of the technical point of
contact listed below by the close of business 28 February, 1995.
Pre-proposals received after that date will not be considered. No
request for proposal (RFP), solicitation, or other announcement of this
opportunity will be made. Evaluations of the pre-proposals and
follow-on full proposals will be conducted using the following
selection criteria: (1) Overall scientific and technical merits, (2)
responsiveness to areas of interest, (3) realistic costs and schedule
to field and test prototypes, (4) potential for transition to fleet
capability, (5) joint program potential, (6) The offeror s
capabilities, related experience, facilities, techniques or unique
combinations of these which are integral factors for achieving the
proposal objectives, (7) The qualifications, capabilities and
experience of the proposal's Principal Investigator(s), team leader or
key personnel who are critical in achieving the proposal objectives.
An initial selection of projects will be concluded by April, 1995.
