Kurzius, ONR 252A, (703) 696-2610. The Office of Naval Research (ONR)
has a need to develop and demonstrate technologies to detect, access,
examine, render safe and dispose of unexploded ordnance (UXO).
Pre-proposals for exploratory development are sought in the following
areas: 1) Standoff detection of electronic safed and armed fuzes and
other electronic devices, 2) Clearance of improved conventional
munitions. Particular interest is in approaches involving small
robotics technology and/or directed energy technology, 3)
Reduction/obscuration of signatures of explosive ordnance disposal
(EOD) technicians and equipment, 4) Mitigation of blast and fragment
damage to EOD technicians and robotic vehicles, 5) Multiarticulated,
tactile robotic arm techniques to render safe explosive devices, 6) New
and innovative sensors for standoff detection of surface and buried
UXO, 7) Signal processing technology to improve existing EOD sensor
performance, and 8) Environmentally compliant field disposal of
explosive material. Interested offerers are requested to submit a
pre-proposal, the purpose of which is to preclude unwarranted effort by
the offerer in preparing a full technical and cost proposal not
considered to be responsive. Encouragement to submit a full proposal
based upon pre-proposal screen does not assure award of a grant or
contract. Each pre-proposal is limited to five pages in length and may
address only one of the above areas. The pre-proposals will consist of
three primary sections, Technical, Managerial and Cost. The Technical
section shall state which category is being addressed and shall consist
of clear descriptions of objectives, technical issues which must be
resolved to accomplish objectives, approach to resolving these issues,
and particular prior experience of offeror in the targeted technology
area. The Management portion shall include key personnel (include
curriculum vitae), experience, facilities and a plan of action with
milestones. The Cost portion shall include a cost breakdown of the
effort being proposed. The effort should not exceed three years in
length and the total cost should not exceed $1,500,000. Eight copies of
the pre-proposals will be due at the address of the technical point of
contact listed below by 28 February, 1995. Pre-proposals received
after that date will not be considered. Evaluations of the
pre-proposals will be conducted using the following selection criteria:
(1) Overall scientific and technical merits, (2) The understanding of
EOD requirements and the technical/scientific innovation and risk to
solve the requirement, (3) Proposed cost and fees, (4) Potential for
transition to fleet capability, (5) The offeror's capabilities, related
experience, facilities, techniques or unique combinations of these
which are integral factors for achieving the proposal objectives, (6)
The qualifications, capabilities and experience of the proposal
Principal Investigator, team leader or key personnel who are critical
in achieving the proposal objectives. It is anticipated that the
evaluation of the pre-proposals will be completed and disseminated to
offerors by 22 March, 1995 and full proposals addressing the most
promising efforts will be due by 1 May, 1995. Details regarding the
format requirements for for full proposals will be sent with submission
invitations. Final award selections will be made by 1 June, 1995. ONR
welcomes pre-proposals from all sources. Historically Black Colleges
and Universities and Minority Institutions, as determined by the
Secretary of Education to meet the requirements of 34 CFR Section 608.2
and 10 U.S.C. Paragraph 2323(a)(1)(C), are encouraged to participate.
This announcement constitutes a Broad Agency Announcement (BAA) as
contemplated in FAR 6. 102(d) (2). No request for proposal (RFP),
solicitation, or other announcement of this opportunity will be made.
