Contracting Officer, (904)882-3377. The Air Force Development Test
Center (AFDTC), in support of the 46 Test Wing, intends to solicit and
negotiate with only one source, Block Engineering, 164 Locke Drive,
Marlborough MA 01752, to provide depot level maintenance and upgrade,
as necessary, for the Calibrated Infrared Ground Air Radiometric
Spectrometer (CIGARS). In accordance with FAR 6.302-1, Block
Engineering is the only known source that can meet the Government's
minimum essential requirements since Block Engineering originally
designed and developed all the subsystems electronics and is the only
known source sufficiently familiar with the design and development of
the system to provide qualified maintenance and upgrade support. CIGARS
is an airborne and ground based Ultraviolet/Visible, Near Infrared
(IR), Middle IR, and Long IR radiometric spectrometer designed to
collect data on various targets. The purpose of this effort is to
provide at depot level the upgrade/maintenance of the CIGARS Sensor
Optical Unit (COU), Control Electronics Unit (CEU), Console Control
Unit (CCU), and Data Reduction System (DRS). Anticipated period of
performance is five years. Potential sources shall be screened against
their knowledge in Michelson Fourier Transform Spectrometers (FTS),
FTS calibrations (UV/Vis/IR), FTS data collection/analysis/reduction,
optics, airborne instrumentation, and high data rate transfer.
Responses to this synopsis should be provided within 15 days from date
of synopsis publication to AFDTC/PKZA, Attn: Kathleen Miller, 205 West
D Avenue, Suite 428, Eglin AFB FL 32542-6864. This synopsis is for
information and planning purposes only and does not constitute a
solicitation for bids or proposals and is not to be construed as a
commitment by the Government. NOTE: It is important for companies that
believe they can meet these requirements to provide evidence of their
capability (i.e., literature, catalogs, brochures, personnel
qualifications, etc.) to fulfill the above requirement. Respondents to
this synopsis will not be notified of the results of the evaluation of
information submitted. All responsible sources may submit an offer
which will be considered. After statements of capability have been
screened, a solicitation will be issued to those prospective sources
who, in the sole judgment of the procuring activity, have the best
potential of successfully fulfilling the government's requirements.
