C -- INDEFINITE DELIVERY CONTRACT FOR GEOTECHNICAL ENGINEERING SERVICES SOL DACW43-95-R-0711. Contact Point, John A. Gaal, 314-331-8301, Contracting Officer, T. M. Laws, 314-331-8500. Contract Information: The contract will be used for geotechnical evaluation for components of major projects primarily within the geographic boundary of the St. Louis District although work in areas outside the district boundaries may be decided on at the Government's discretion and upon agreement by the Contractor. Work will be accomplished under an indefinite delivery type contract with each delivery order limited to $150,000, and the total accumulative contract amount limited to $750,000 for a one-year period with an option to renew for one additional year. The contract is anticipated to be awarded in September 1995. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for this contract is that a minimum of 40% of the contractor's intended subcontract amount be placed with small businesses (SB), including small disadvantaged businesses (SDB), and 8% be placed with SBD, including Historically Black Colleges and Universities or Minority Institutions. The plan is not required with this submittal. 2. Evaluation Factors. See Note 24 for the general selection process. The evaluation factors shall include, in descending order of importance: a. Professional Qualifications; (1) Work must be performed under the supervision of a Registered Professional Engineer. b. Specialized Experience and Technical Competence; (1) Geotechnical engineering investigations, planning, analysis, design and reporting related to levees, locks, dams, cofferdams, pumping stations, deep and shallow foundations, dewatering, seepage, pavements, urban drainage projects, erosion, collection and evaluation of geotechnical data for the safety assessment of dams and local flood protection projects and providing expert advice on construction related problems. (2) Investigations and analysis in engineering geophysics, mine subsidence, excavation and blasting, grouting, environmental geology, hazardous and toxic waste, and geotechnical instrumentation. (3) Soil and rock drilling, sampling and testing where needed to perform geotechnical analysis for all features described above including hazardous and toxic waste areas requiring Level C protection in accordance with Occupational Safety and Health Administration Regulation 29 CFR 11910.120. (4) Firms should have or express the capability to acquire subcontractors with experience and equipment for any of the above as needed. c. Capacity of firm to furnish equipment and personnel to accomplish the work as required to maintain delivery of a quality product ion a timely schedule; d. Past performance on similar Department of Defense contracts and other contracts with respect to cost control, quality of work, and compliance with performance schedules; e. Geopgraphical location of the firm with respect to where services are required; f. Extent of participation of SB, SDB, Historically Black Colleges and Universities, Minority Institutions in the proposed contract team measured as a percentage of the estimated effort; g. Volume of DOD contracts awarded in the last 12 months as described in Note 24. 3. Submission Requirements. Firms having capabilities to perform this work and desire to be considered must submit a completed SF 255 (11/92 Edition) and appropriate data as described in Note 24. Only SF 255's received in this office within 30 calendar days from the date of notice will be considered. If the 30th day is a Saturday, Sunday, or Federal Holiday, the deadline is the close of business of the next business day. If an SF 254 is not on file with the U.S. Army Corps of Engineers, a current SF 254 should also be included. Mulitiple copies of the SF 254/SF 255's are not required. No notification to firms under consideration for this work will be made. Solicitation packages are not provided. This is not a Request for Proposal. (364)
