Sought - The Department of Energy, through its National Renewable
Energy Laboratory (NREL), is seeking qualified sources to develop an
interactive computer database capable of electronically entering
reports and maintaining records on approximately 300 State plans along
with annual reports. Title IV, Section 409 of the Energy Policy Act
(EPACT) requires the Department of Energy (DOE) to develop regulations
setting forth guidelines for States to follow in drafting State plans.
These plans will reflect an accelerated use of alternative fuel and
alternative fuel vehicles, and the States will compete for Federal
assistance. The plans will contain projects that will result in an
increase in the number of alternative fuel vehicles by the year 2000
and identify the funding requirement to achieve that number. In order
to determine compliance with these regulations and to manage the
Federal grant program to the States, annual reports will be required
from all States who participate in the program. If all States
participate, in years 1995 through 2000, approximately 300 State plans
will be received by DOE. In addition to the State plans, each State
must also submit an annual report that will include the estimated
number of alternative fuel vehicles in use in each State; a description
of other Federal, State, and local programs within a State to provide
incentives for the introduction of alternative fuel vehicles; and, the
estimated energy and environmental benefits from the program. The
reports will also contain information to evaluate the effective
implementation of the plans and the expenditure of funds. As a result,
the burden of keeping paper files of all these reports will be
overwhelming. To assist this burden, an interactive computer database
capable of electronically entering these reports and maintaining
records on approximately 300 State plans and annual reports will be
developed. This database would have to be operational in fiscal year
1996 to handle the information that will be coming in by December 31,
1996. The elements that the database shall have are (1) the ability to
receive reports via electronic means and fax; (2) several files for
each State, one file will be a record of a State's alternative fuel
vehicle acquisitions and another file to track the expenditure of funds
while other files will provide information on the various projects that
were identified with each State plan; (3) files that can only be
updated by the database staff and allow for read-only capability by
fleet operators and State officials; (4) access by the Office of
Alternative Fuels via electronic means; and (5) the ability to generate
customized reports. It is undetermined who should manage the database,
whether it be the Office of Transportation Technology, Energy
Efficiency, a national laboratory, or a contractor. Staffing
requirements for the database are also undetermined, as are hardware
and software requirements necessary for a quality database. It is
envisioned that a soliciation (possibly a Request for Letters of
Interest) would have to be sent out that would answer what specific
resources are necessary to manage this program. Organizations that are
interested in the database development described above are required to
