Herting (202) 326-4160 The Pension Benefit Guaranty Corporation (PBGC) plans to increase it's Free Balance Budget Management System (BMS) site license from 50 users to 100 users with Linktek. This increase is part of an ongoing project to expand the use of the BMS throughout the corporation. The provider has been the sole source of this particular off-the shelf software system since we began the project in FY 1993. As the sole source of the Free Balance software package, the provider has acquired extensive knowledge of the financial management system of the PBGC and is exclusively qualified to support the agency in the expansion of the existing system.
