(26 pages). 6. Description of content: This Technical Standard applies
to the performance of networks involved in the carriage of calls from
one ordinary telephone service within Australia to another. 7.
Objective and rationale: To establish an overall performance standard
so that as more networks enter the market through competition, the
overall level of performance offered to the Australian public does not
