THE FUEL SYSTEMS MAINTENANCE DOCK Sol DAHA05-95-B-0003. Contact Mr. Sam

construction of a new addition and renovation of the Fuel system
Maintenance Dock (Building 800). The project facility will be used for
the maintenance and testing of Jet Aircraft fuel cells (Tanks). The
project scope consists of the preparation of site, civil,
architectural, mechanical, plumbing, electrical, structural, and Fire
Protection Systems for a 6000 square foot addition as well as
alteration to the existing facility. Utility work includes water
service and sewer and extension of electrical and communications
services. Asphalt accesses for aircraft and vehicles are part of the
project. The project will include a base bid as well as bid additives,
all of which must be addressed in order to be considered for this
project. The contractor provides all labor, equipment, and materials
required to perform the work in strict accordance with the drawings and
specifications. The offeror must be able to certify their company has
been regularly engaged in airfield pavement work and Fire Suppression
systems for the three years immediately preceding the date of this
offer, and has satisfactorily completed the projects. The offeror shall
provide a description of the projects, project costs, and contracting
agencies, along with their bid. Estimated performance time of this
project is 210 days. This is a phased project, with the construction of
the new addition to be completed prior to renovation of the existing
structure. The estimated construction cost range is between $1,000,000
and $5,000,000. The solicitation will be available on or about
February 1995. A Pre-bid Conference/Site Visit will be conducted on or
about 21 February 1995. It is anticipated that a firm, fixed price
contract will be awarded as a result of this solicitation. This
solicitation is being considered for 100 percent set-aside for small
disadvantaged business (SDB) concerns. The small business size standard
for this solicitation is one where the average annual receipts of the
concern and its affiliates for the preceding three fiscal years does
not exceed $17M annually. Interested SDB concerns should, as early as
possible, but not later than 15 days of this notice, indicate interest
in the acquisition by providing the contracting office above evidence
of capability to perform and a positive statement of eligibility as a
small, socially and economically disadvantaged business concern. The
following qualifications must be included when requesting SDB
set-asides: Bonding capacity, financial statement and list of completed
government and non-government contracts, to include title of project,
dollar value, point of contact, and telephone number. Verifiable proof
of airfield paving experience for the preceding three years. If
adequate interest is not received from SDB conerns the solicitation
will be issued as unrestricted without further notice. Therefore,
replies to this notice are requested from large, small, women-owned
businesses, as well as from SDB concerns. A non-refundable charge of
$59.00 per bid set will Be collected. Requests for bid documents must
be accompanied by a check made payable to the U.S. Treasury. The return
address must be a street address and not a post office box. Telephone
