202-205-8411, Fax 202-205-5466 The USIA Bureau of Broadcasting, Voice
of America (VOA), has a requirement for the complete ''turnkey''
design, fabrication, installation, construction, testing, and
commissioning of a fully integrated shortwave (SW) radio relay
broadcasting station including all site work, facilities, and broadcast
equipment on the Island of Tinian in the Commonwealth of the Northern
Mariana Islands (CNMI). The relay station broadcast systems include,
but are not limited to, four to six 500 kW HF transmitters, five to
seven pairs of HF curtain antennas, audio/communication/control room
equipment, a Government-furnished and installed station control and
monitoring system, and a satellite interconnect system. Station
facilities will include a transmitter and administration building, a
maintenance and storage building, a gate house, a power plant,
including installation of four Government-furnished generators, and
utility systems for electrical power, water, telephone and sewage
disposal. The contractor will also provide logistical support items,
including training, Operation and Maintenance Manuals, and spare parts.
Other contract deliverables will include design drawings and
specifications, site specific studies and reports, schedules, meetings,
and periodic progress reports. Upon completion of Proof of Performance
testing, the Contractor will provide technical support for a 12 month
period, which may be followed by an optional 12 month period of
operational support. The Contractor shall be responsible for the
complete integration of all equipment and facilities into a fully
operational SW radiorelay station. The contract performance period is
1,095 calendar days, with a monetary incentive for early completion of
the contract. Offerors or joint ventures must have successfully
performed design and construction projects overseas with a total
contract cost of at least $10,000,000 per project within the past five
years. Especially significant in this regard are similar ''turnkey''
projects consisting of multiple high-power (i.e. 500 kW HF)
transmitters, curtain antennas with guyed towers, diesel electric power
plants, and all supporting equipment, facilities, and utilities. USIA
intends to issue a solicitation document (RFP) for this negotiated
firm-fixed-price procurement by March, 1995 with a proposal response
date of May, 1995. All responsible sources may submit aproposal in
response to the forthcoming solicitation document, and all proposals
shall be considered by the Agency. Qualified offerors and/or joint
ventures desiring to submit a proposal for this work shall obtain a
copy of the RFP upon its issuance by submitting a written request and
a non-refundable check or money order for $100.00 to the USIA Contract
Specialist at the above listed address. This notice is not a RFP.
